This study interprets the discourse of “common people” (botong-saram), which spread widely in South Korea during the 1980s, as a political language that unified fragmented social demands into a single representation of the majority during the democratic transition. While existing scholarship has primarily focused on the institutional achievements of democratization or the formation of resistant political subjects through the minjung movement, this article examines how “common people” emerged as a political language under historical conditions in which minjung and middle-class discourses coexisted. The minjung discourse provided the moral authority of resistance and historical legitimacy, yet struggled to encompass the diverse aspirations of everyday life. The middle-class discourse, by contrast, offered a powerful normative vision of ordinary life but was limited in its capacity to foreground issues of democratization and state violence. This study argues that, as the distinct experiences of resistance and consumption were articulated through the mediation of nationalism, “common people” emerged as a populist representation of the majority that combined notions of ordinariness, common sense, diligence, stability, and reform. It further demonstrates that this discourse was reconfigured as a language of political representation through the June Democratic Uprising of 1987 and the Thirteenth Presidential Election.
