본 연구는 빠르게 다문화 사회화되고 있는 현대 사회에 올바르게 적응할 수 있도록 초등학교 저학년 학생을 대상으로 다문화교육 프로그램을 개발·적용하였다. 그동안의 다문화교육에 관한 연구는 초등학교 고학년 학생을 대상으로 많이 이루어져 왔으나, 초등학교 저학년의 다문화교실 현상, 유치원 교육과정과의 연계성 및 자아정체감 형성 등을 고려해 볼 때 초등학교 저학년에서의 다문화교육은 절실하다고 할 수 있다.
또한 다문화가정 자녀 학생과 함께 생활하고 있는 더 많은 일반 학생들에 어떻게 교육할 것인가에 대한 고민도 미흡했던 것이 사실이다. 다문화가정 자녀 학생의 학교 및 사회 적응 문제도 언어 문제를 제외하면 다른 학생들과의 상호작용에서 파생되는 문제가 많은 만큼 그들과 함께 생활하고 있는 일반 학생을 어떻게 가르쳐야 할 것인가는 그들의 삶을 풍요롭게 하는 것과 동시에 자연스레 다문화가정 자녀의 적응까지도 도울 수 있는 것이다.
이에 초등학교 저학년의 일반 학생을 대상으로 긍정적인 자아개념을 바탕으로 나와 다른 사람의 문화와 가치를 서로 존중하고, 수용하는 태도를 기르는 민주적인 시민의 육성을 목적으로 인천광역시 소재한 초등학교 1학년 학생으로 다음과 같이 연구를 실행하였다.
구체적 실천 내용으로는 선행연구물과 사전검사지의 결과를 토대로 나, 나와 친구, 가족과 이웃, 우리나라와 다른 나라, 공존하는 세계를 주제로 총 10차시의 교수-학습 활동을 구안·적용하였다. 주제에서 알 수 있듯이 ‘문화’를 ‘다른 나라의 문화’로 한정하지 않았다. 그동안의 다문화교육이 ‘다른 나라의 문화’에 초점을 맞추어진 나머지 다른 나라 문화를 단순히 소개하는 활동이 그치는 경우가 많았다. 이는 다른 문화를 체험하는 일회성 행사로 그치거나 오히려 ‘우리문화’와 ‘다른 나라 문화’를 이분법적으로 구별하도록 해 다문화교육의 본연의 목적과는 다가지지 못했다는 반성에서 나온 결과인 것이다. 나로부터 시작해서 나와 다른 가족, 친구, 이웃, 세계로 넓혀 나가는 것이 문화에 대한 다름과 다양함을 자연스럽게 존중하고 수용할 수 있도록 해줄 것이다.
다문화교육 프로그램 적용 결과 여러 가지 문제점과 의미 있는 결과를 동시에 확인할 수 있었다. 나타난 문제점으로는 수업 목표에 반하는 일부 활동과 자료 선택 및 난이도의 문제, 수업 시간 활용에 따른 문제, 자료에 대한 교사의 부담 문제들이다. 그러나 이러한 문제점에도 불구하고, 초등학교 저학년에서의 다문화교육의 필요성과 가능성도 함께 발견할 수 있었다. 첫째, 인종적 편견이 예상보다 심각했다. 둘째, 성, 장애, 가족 직업에 대한 잘못된 편견들을 가지고 있었다. 셋째, 세계 문화와 세계 문제에 대한 상당한 관심과 흥미를 보였다. 넷째, 다문화교육 프로그램을 통해 나와 다른 사람을 다양한 관점으로 바라보기, 인종적 편견 없애기, 지구촌 문제에 대한 이해 등 긍정적인 변화가 수업결과문과 소감문, 사후 검사지 곳곳에서 확인되었으며, 이 같은 적용 결과를 토대로 2차 프로그램을 수정·개발하였다.
이상의 연구 결과를 종합해 볼 때 초등학교 저학년에서의 다문화교육의 필요성과 가능성을 동시에 확인할 수 있었다. 본 연구를 바탕으로 초등학교 저학년에서도 다문화교육이 필요하다는 공감대가 형성되고, 그 공감대 형성을 바탕으로 초등학교 저학년에서의 다문화교육이 활발히 이루어지기를 기대해 본다.

The purpose of this study is to develop and apply multicultural education program geared toward teaching school children in the lower grades to properly respond to fast-changing multicultural modern society. Meanwhile, studies on multicultural education have mostly catered to school children in the upper grades. Given the multicultural lower-grade classrooms, connections with kindergarten curriculum and the necessity of the development of ego-identity, multicultural education must urgently be supplied to elementary school lower graders.
Besides, there haven't been enough efforts to consider how to educate a larger number of students from non-multicultural families who study with students from multicultural families. Students from multicultural families are faced with a lot of problems with their school and social adjustment and interaction with other students. Therefore exploring how to teach students from non-multicultural families who spend lots of time with them makes it possible to enrich the lives of both groups of students and to facilitate the adjustment of the latter.
This study attempted to teach elementary school lower graders from non-multicultural families to grow into democratic citizens who have positive self-concept, who prize the culture and value of others and who are receptive to people of different cultural background. The subjects in this study were first graders in an elementary school located in the city of Incheon.
After earlier studies were reviewed, a pretest was implemented, and a 10-session teaching-learning program was devised and applied based on the earlier studies and the results of the pretest. The program dealt with five different themes: me, me and friends, family and neighbors, our country and foreign country, and a coliving world. As the themes of the program suggested, the sphere of the program wasn't merely confined to culture of another country. So far, the focus of multicultural education is just placed on culture of another country, and there is just a brief introduction about culture of the other countries. That educational practice might end up having learners experience another culture just on a temporary basis or making them take a dichotomous view of culture by drawing a line between our culture and other culture, which run counter to the essential object of multicultural education. The kind of education that is designed to widen the mental horizon of learners from themselves to other family members, friends, neighbors and the world will enable them to value and receive the differences among the different sorts of culture and their diversity.
When the multicultural education program was applied, that encountered several problems and produced significant results at the same time. As for the problems, some of the activities in the program weren't in line with the selected teaching objectives, and it's not easy to select appropriate materials, to regulate the degree of difficulty and to take advantage of regular classroom hours. Besides, teachers found it burdensome to prepare the required materials. Despite the problems, however, the results of the program lent credibility to the necessity and possibility of multicultural education for lower graders. The students had a stronger racial prejudice than expected, and they held a biased view of gender, disabilities and occupation. At the same time, however, they showed a great deal of interest in global culture and issues. According to all the collected data including posttest data and their writing about the outcome of the instruction and their own feelings, the multicultural education program brought favorable changes to them. They learned to look at themselves and others from various angles and better understand global issues. And their racial prejudice was eliminated. Based on the results, the program was finalized.
The above-mentioned findings lent credibility to the necessity and possibility of elementary lower-grade multicultural education. This study is expected to help build consensus about the necessity of elementary lower-grade multicultural education and to make that education more prevailing in elementary school.
