유아교육･보육 통합에 대한 제도분석 발전모형의 접근: 노무현 정부부터 이명박 정부까지(2004년∼2013년까지) = Approach to Institutional Analysis Development Model for the Integrated System of Early Childhood Education and Childcare: Focusing on Governments of Roh Moo-Hyun and Lee Myung-Bak(2004-2013)

This study attempts to analyze Nuri Program, integrated curriculum for all the 5-year-old children attending kindergartens and childcare facilities utilizing the institutional analysis and design/development framework of Ostrom. The period of the analysis is from the Roh Moo-hyun administration (2004-2008), in which the integration of early childhood education･childcare was first proposed and Early Childhood Education Act and Infant Care Act were accordingly revised, to the Lee Myung-bak administration (2008-2013) in which Nuri Program for 5-year-olds was introduced and enforced and can be evaluated. Since Nuri Program is an educational system, the institutional analysis and design/ development framework of Ostrom, which can analyze and evaluate the proposal and the enforcement contents of this system, is utilized. The major results of the analysis are as follows. First, as Nuri Program became effective, the educational and childcare cost for 5-year-old children sharply reduced, thereby reducing the economic burden. Second, by enforcing customized education for 5-year-old children with 5 major subjects, high quality education and childcare for 5-year-old children were made possible and pleasant environment was promoted. Through this research, it was confirmed that Nuri Program for 5-year-old children of our country was successfully established, implying that the institutional analysis and design/development framework of Ostrom can be applied to diverse fields.

국문 초록 (Abstract)

본 연구는 유치교육과 보육의 통합제도인 누리과정의 발전모형에 대한 구조분석과 연구방안을 모색하기 위하여 Elinor Ostrom의 제도분석 틀(Institutional Analysis and Design/Development Framework)을 활용하였다. 이를 위하여 유치원과 보육시설에 대한 통합안건이 제시되고 「유아교육법」과 「영유아보육법」이 개정된노무현 정부(2004-2008년)부터 누리과정을 도입한 이명박 정부(2008-2013년)까지를 시간적 범위로 한정하였다. 분석결과 첫째, 누리과정이 시행됨에 따라 5세 영유아의 교육이나 보육에 들어가는 비용이 절감되어 가정의 경제적 부담은 감소하였으며, 둘째, 5개의 주요 과목을 중심으로 맞춤형 교육을 시행함으로써, 5세 영유아에 대한 양질의 교육과 보육 서비스 제공이 가능해졌다. 이러한 연구결과를 통해 우리나라의 영유아에 대한누리과정이 성공적으로 자리 잡았으며, 동시에 Ostrom의 제도분석 틀이 다양한 연구분야에 적용될 수 있음을확인하였다.
