실용주의에서 본 행정이론의 내적 한계와 해결방안 - O.C McSwite의 행정이론 내러티브 분석을 중심으로 - = The Legitimacy Crisis of Mainstream Administrative Theories and Soul Searching by Pragmatic theoretical Lens - Case of Public Administration Storytelling of McSwite -

다국어 초록 (Multilingual Abstract)

This paper is intended to shed light on the contradictions of mainstream administrative theories within, thereby on the inevitable consequence that leads to their legitimacy crisis in both theory and praxis. The mainstream administrative theories were founded on the modernist thinking, namely on the consciousness, reason and rationality of human-beings. For that, so-called alternative administrative theories including the New Public Administration have challenged them. During the early 20th century, pragmatic public administration spearheaded by Mary Parker Follett also challenged the rational thinking of mainstream public administration. Against the backdrops, this article tries to analyze the foundation and development of mainstream public administration through the lens of O.C McSwite, top-notch public administration theorist in pragmatism or process theory.

국문 초록 (Abstract)

본 논문은 주류 행정이론이 모더니티 사고에 기초하고 있으며, 이로 인해 정체성 위기 등 내적 모순에 직면하고 있다는 것을 밝히고자 한다. 즉, 주류 행정이론은 역사적으로 모던적 조건에 기초하고 있으며, 이는 인간의 ‘의식’, ‘이성’과 ‘합리성’에 토대하고 있다는 것이다. 이에 따라 신행정을 비롯한 이른바 여러 대안적 행정이론은 이성과 합리성에 기초한 주류 행정이론의 내적 한계를 지적하고, 대안을 제시하고자 시도해왔다. 20세기 초반 Mary Parker Follett를 중심으로 미국 행정학계에서 뜨거운 논쟁거리를 낳은 실용주의 행정이론도 그 중 하나이다. 그런 관점에서 본 논문은 실용주의 행정이론이 비판하는 주류 행정이론의 핵심 내용은 무엇이고, 그 한계는 무엇이며, 이에 대한 해결책이 무엇인지를 살펴보고자 한다. 특히, 미국 행정이론학계에서 대표적인 실용주의 행정이론가로 알려진 O.C McSwite의 행정이론 내러티브를 중심으로 미국 주류 행정이론의 토대와 전개과정 등을 분석한다. 이를 통해 실용주의 행정이론이 주류 행정이론을 보완 또는 대체할 수 있는지에 관한 이론적 시사점을 도출하고자 한다.
