고령화 사회에 대비한 캐나다의 교육 사회정책 패러다임 분석 = Review of Canadian Policy Paradigm on Aging Society

Our society is aging. Aging society causes many unprecedented social and economic problems. This paper was designed to seek for effective policy paradigm to actively and successfully respond to social demands by aging. our society has still tended to define a social status of the elderly simply by age. However, under aging society, it is not corresponding well. What we need is a more flexible perspective to adopt a social status of the elderly as a developmental stage or circulation of social age. In this light, the purpose of the paper was to explore successful policy paradigm that can give our society a meaningful implication. As for the methodology to bring about the purpose, this paper case-studied Canada's life-course flexibility-based policy paradigm on aging society in terms of educational and social policy approaches. Based on the findings, policy implications are suggested to build up a more flexible policy paradigm for aging society of Korea.

국문 초록 (Abstract)

이 연구는 고령화에 따른 사회적 변화와 요구에 부응하는 정책패러다임을 모색하고자 수행되었다. 고령화사회에 대비하기 위해서는 노인의 사회적 지위를 연령에 따라 단순히 정의하기 보다는 서구사회와 같이 사회적 연령의 순환, 즉 사회적 기준에 의한 발달단계로 바라보면서 보다 유연한 정책패러다임을 만들어갈 필요가 있다. 이러한 견지에서 이 연구의 목적은 고령화와 노인인구에 대한 정책패러다임을 성공적으로 구축하고 있는 선진사례를 분석하여, 한국의 고령화사회에의 시사점을 찾는 것이다. 이에, 연구자는 사회통합, 능력개발, 여가를 통한 삶의 질 향상을 추구하고자 ‘인생행로의 유연성’을 강조하는 캐나다의 고령화 관련 교육·사회정책패러다임을 분석하였다. 사례분석은 다음의 네 가지 연구문제에 기초하였다. 1) 고령화사회에 대비한 캐나다의 정책의 구조적 틀과 입장은 무엇인가? 2) 고령화사회에 대비한 캐나다 교육·사회정책의 패러다임은 무엇인가? 3) 고령화사회에 대비한 캐나다의 정책 방향은 어떠한가? 4) 고령화사회 관련 캐나다의 교육·사회정책의 사례는 어떠하고, 그 정책적 의미는 무엇인가? 분석결과를 중심으로, 보다 유연한 한국의 고령화 대비 교육·사회정책패러다임을 구상하기 위한 시사점을 제시하였다.
