부족의 갈등에서 통합에 이르는 과정과 잠재적 문제- 투르크멘 민족의 경우

국문 초록 (Abstract)

본 논문의 목적은 18세기 말부터 20세기에 이르는 시기에 나타났던 투르크멘 부족들의 형성과 변화 과정을 분석하여 투르크멘인들이 어떤 방법으로 분열적 양상을 극복하고 하나의 통합된 국가체제를 이룩하게 되는지, 그리고 이러한 구조가 현재 어떻게 작동하고 있는지 그리고 그 잠재적 문제점은 무엇인지를 규명하는데 있다.
투르크메니스탄은 국기의 상징에서도 나타나 있듯이 부족의 가치가 중히 간주되고 동시에 20세기 초에 이들 부족들이 모여 하나의 민족으로 공화국을 형성한 특이한 역사를 가지고 있다. 비록 당시에는 소련 내의 1개 구성공화국이었지만 이러한 지리적 범위가 확정된 일은 훗날 대외 주권을 지닌 독립국가로 출범할 때 합당한 공간적 근거를 마련해 주었다는 점에서 정치적 의미가 있는 일이었다.
현재 투르크멘 민족을 구성하고 있는 부족에 관한 문제가 연구 대상으로 부상하지 않을 수 없는데, 우선 국가를 대표하는 5대 부족은 어떻게 해서 형성되었고, 어떤 지리적 기반으로 발전했는지 그리고 그들 부족간의 관계는 우호적이었는지 아니면 적대적이었는지에 관한 의문점이 발생하는 것이다. 동시에 부족간의 관계가 소련 시기와 현재적 시점에서 어떻게 작동되고 있는지 그리고 이를 간파할 수 있는 근거가 무엇인지에 관한 문제를 연관하여 분석해 볼 필요성이 대두한다. 이 모든 과정을 분석하는 일은 궁극적으로 일정한 형태로 분열 양상을 띠었던 투르크멘 부족들의 구도가 시간의 경과하면서 통합적 형상으로 전환되고, 그리고 독자적인 국가를 형성하게 되었는지에 관한 문제를 해결하는 근거가 된다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to analyze the formation and the process of change of the Turkmen tribes in the period from the end of the 18th century to the 20th century to see how the Turkmen can overcome the divisive aspects and achieve a unified national system, And how these structures are currently working and what are the potential problems.
Turkmenistan has an unusual history of tribal values as well as the fact that these tribes gathered in the early 20th century to form a republic as a nation, as shown in the symbol of the national flag. Although it was a constituent republic within the Soviet Union at the time, the establishment of this geographical scope was of political significance in that it provided a reasonable spatial basis when it was later launched as an independent state with foreign sovereignty.
There is a need to analyze the relationship between tribal relations in the Soviet era and how they are operating at present and on what grounds they can be found. The analysis of all these processes serves as a basis for solving the problem of whether the composition of the Turkmen tribes, which eventually became fragmented in a certain form, turned into an integrated form over time and formed a unique state.
