드골과 미테랑의 유럽정책 비교연구: 개인적 비전과 정책의 제약 = A Comparative Study of the European Policy of de Gaulle and Mitterrand: Personal Vision and Policy Constraints

This article compares the European policy of de Gaulle and Mitterrand during their presidency, respectively 1958-1969 and 1981-1995. The research proceeds through three stages. First, I compare de Gaulle and Mitterrand from their political background and ideological perspective, trying to understand their ‘vision of Europe’. They both differ from idealist Europeans and can be commonly called opportunistic Europeans. Secondly, I compare their European policy proper during their presidency based upon the hypothesis that the domestic, European, and international factors interact with their personality and vision to produce their policy choices. Thirdly, I evaluate their respective influence on the French European policy and European integration in general. From the same stance of intergovernmental vision of Europe, de Gaulle considered Europe to be a part of his global foreign policy, while for Mitterrand, Europe was an essential part of his political survival strategy. I conclude by insisting upon the shared historicity of de Gaulle and Mitterrand in the history of European integration, just before the structural changes of the 1990's.

이 연구의 목표는 유럽 통합이 시작된 이후 프랑스에서 오랜 기간 동안 대통령을 역임한 드골(1958-1969년)과 미테랑(1981-1995년)의 유럽 정책을 비교하는 것이다. 이 연구는 세 단계로 나누어서 진행한다. 첫째는 드골과 미테랑의 정치적 배경과 사상적 성향에 비추어 이들이 가지고 있는 ‘유럽 비전’을 비교할 것이다. 드골과 미테랑은 이상적 유럽주의자들과는 달리 기회주의적 유럽주의라는 공통점을 보여주고 있다. 둘째는 드골과 미테랑의 재임기에 추진되었던 유럽정책을 비교한다. 정치 지도자 개인이 가지고 있는 비전은 크게 국내 요인, 유럽 요인, 그리고 국제 요인에 영향을 받아 반응하고 진화한다는 것이 이 연구의 가설이자 접근법이다. 마지막으로는 두 대통령이 프랑스 유럽정책과 유럽 통합 전체에 미친 영향을 비교 분석하고 평가한다. 이들은 유사한 유럽관에서 출발하였지만, 드골에게 유럽정책은 보다 포괄적인 세계전략의 일부분이었고 미테랑에게는 정치적 생존 전략이었다고 할 수 있다. 그리고 결론에서 유럽 통합이 1990년대 맞은 구조적 변화를 조명함으로서 드골과 미테랑이 공유하였던 역사성을 강조한다.
