헬싱키 최종의정서 이행과정 연구: 인권과 바스켓3을 중심으로 = A Study on the Implementation of the Helsinki Final Act: Focused on Human Rights and the 'Basket 3'

As South Koreans' interest in North Korean human rights increases, there has also been increased interest in the Helsinki Process as a method of problem-solving through external intervention. Nevertheless, the national debate on North Korean human rights has focused mainly on applying the formal framework of the Helsinki Process, showing more concern for the final results than the process. Considering that the dynamic processes of implementation after Final Act's adoption are of great significance in the Helsinki Process, we need to pay attention to the dynamics of the whole process, points of argument, and the roles of each actor.


The series of processes for implementing the Final Act consist of follow-up meetings and experts' meetings. This study aims to analyze process of implementing the provisions of the Final Act related to human rights and the 'Basket 3' concept by focusing on these follow-up meetings and experts' meetings.
