지방정부 사회적경제 정책에서의 협력적 거버넌스 비교연구: 대구와 부산을 중심으로 = A Comparative Research on Collaborative Governance in Social Economy Policy of Local Government: Focusing on Daegu and Busan

국문 초록 (Abstract)

이 연구는 사회적경제의 생태계 조성 및 지속성 확보를 위한 지역화 전략으로서 지역단위의 ‘협력적 거버넌스’ 구축에 주목하고 거버넌스 주체로서 지방정부, 사회적경제 당사자조직, 지역 시민사회단체 간 네트워크를 분석한 것이다. 협력적 거버넌스의 동태적 측면을 종합적으로 고찰하기 위해 거버넌스의 조건과 과정으로 나누어 분석지표를 설정하고, 한계 및 실천과제도 함께 도출하였다. 사례분석 대상인 대구시는 단체장의 사회적경제 육성의지가 분명하고 ‘다양한 주체의 참여를 통한 협력적 네트워크 구축’을 정책의 주요 추진방향으로 설정했으며, 부산시는 이와 같은 정책방향이 잘 드러나지 않는다는 점에서 차이를 보인다. 분석 결과 정책방향의 차이가 거버넌스의 양적･ 질적 격차로 나타나, 협력적 거버넌스에서 지방정부의 촉진자적 역할이 중요한 요소임을 확인시켜주었다. 그러나 촉진적 리더십은 필요조건 이지 충분조건은 아니다. 협력적 거버넌스는 정부영역이 특정 업무에 대한 민간의 자문을 구하거나 동의를 요구하는데 그치지 않고 지속적인 권한부여 (empowerment)의 과정을 필요로 하기 때문이다. 대구시의 촉진적 역할이 실질 적인 민간의 역량강화로 이어지기 위해 ‘민관정책협의회의 법적근거 마련과 민간 사무국 설치’, ‘기초지자체 단위로 정책협의회 설치 확대’ 등을 실천과제로 제시하 였다. 또한, 부산시에 대해서는 사회적경제 전담부서 신설과 통합지원센터 건립, 민관협의회 구성 등을 제안하고, 이를 통한 통합적 정책환경 조성 및 다양한 이해관계 자들의 참여와 소통의 활성화를 요청하였다.

다국어 초록 (Multilingual Abstract)

This research sheds light on constructing a collaborative governance at a local level as part of a strategy to establish a social economic ecosystem and secure its sustainability. To this end, it analyzes networks of local governments, local civic groups and other parties involved in social economy. Indicators for analysis are categorized into conditions and processes of governance to figure out dynamic aspects of the collaborative governance in a comprehensive manner.
Finally, limitations and further tasks for cases analyzed are identified in this paper. Daegu metropolitan city, one of the case cities for this research, sets establishing a collaborative governance through diverse parties participation as a main policy goal to push ahead and the head of the Daegue local government has a strong determination to nurture a social economy, while Busan metropolitan city, the other case city for this research, doesn t show a clear policy direction. It is confirmed from this analysis that the difference in policy direction leads to a qualitative and quantitative gap in governance; therefore, the role of local governments as facilitators is critical in collaborative governance.
The collaborative governance, however, requires a continuous empowerment because in the system, governments domain is not limited to just asking for advice or agreement on specific tasks from private sectors. Daegu city can facilitate strengthening the capacity of private sectors if further tasks such as providing legal grounds for public-private council for policy and establishing a private secretariat and establishing public-private councils at a lower level local governments are implemented. For Busan city, it is suggested to establish a dedicated division for social economy and integrated supporting centers and to form a public-private councils, which will ultimately induce more active participation and communication between relevant parties and create a inclusive policy environment.
