재정지출과 조세가 경제성장에 미치는 효과 분석 = The Economic Growth Effects of Fiscal Expenditures and Taxes in Korea

국문 초록 (Abstract)

본 논문은 재정지출과 조세의 변화가 경제성장에 미치는 거시경제적 효과를 분석하고 있다.그 결과, 정부부문의 크기의 축소가 경제성장을 높이는데 도움이 되고, 공공부문의 구성면에서는 소비성지출을 줄이고 생산적 지출을 늘이는 것이 경제성장에 긍정적 효과를 가져옴을 보여준다. 또한 공공부문의 질이 경제성장에 있어서 중요하며, 감세 정책은 경제성장에유의한 정(+)의 효과를 나타낸다. 이러한 결과는 장기적인 경제성장 측면에서 볼 때, 민간부문을 활성화하고 작고 효율적인 정부를 지향하는 것이 바람직함을 시사한다고 볼 수 있다.

다국어 초록 (Multilingual Abstract)

This paper investigates the economic growth effects of fiscal policy variables on the Korean Economy using the annual data during 1970-2007 following the regression analyses, which is used to find out desirable fiscal policy scheme for efficient government. The results show that increases in both fiscal variables-total government spending and tax revenue- may be detrimental to the per capita economic growth rate. It means that fiscal adjustments implemented by cutting spendings and tax rates have an expansionary effect on the economic growth, which fiscal contractionary policy seems to be more desirable than government spending expansion policy in stimulating the economy in the long run. And the results show that the composition and efficiency/quality of public sector are important to the economic growth, which means that reallocation of funds away from public
consumption to public productive investment and improvement in government quality can become engines of economic growth over the long run.
