농촌분야 커뮤니티비즈니스 활성화를 위한 한ㆍ일 정책비교 연구

다국어 초록 (Multilingual Abstract)

This is the comparative research of Community Business(CB) in Korea and Japan. We tried to draw policy direction to vitalize rural CB on the basis of study. CB policy in Central level was subject to investigation. Cases are CB policy of ‘Ministry of Economy, Trade and Industry’ in Japan, community enterprise of ‘Ministry of Public Administration and Security’ and rural community enterprise of ‘Ministry for Food, Agriculture, Forestry and Fisheries’ in Korea. Comparative items select policy goal, target, action group and implementation’s process of policy.
According to the survey results, ⅰ) The policy goal is creating employment in the case of Korea, ⅱ) It is feature of Japan that intermediary includes on the policy target and action group, ⅲ) About implementation’s process and policy contents, Korea’ policy is government dominant model and the direct method of promoting CB. In the case of Japan, Keynote policy is making CB promoting Environment and pursue the indirect supporting method. That is difference from Korean method.
Thus rural CB policy has to construct social capital and social infrastructure for CB incubator. And it is have to cultivate people of talent and support system of intermediary.
