연합합동작전수행을 위한 지상작전사령부의 작전수행능력 제고방안 = Consideration Options on Operational Capability of Ground Operations Command for Combined and Joint Operations

국문 초록 (Abstract)

본 연구는 2019년 1월 1일 부 창설된 지상작전사령부(이하 지작사)가 효과성에 기초한 연합 및 합동작전을 수행하기 위한 작전술적 제대로서의 역할과 작전수행체계에 대한 발전 방향을 제시하는 데 그 목적이 있다. 국방개혁 2.0의 일환인 지작사가 작전술적 제대로서의 역할을 수행하기 위해 국방부와 합참, 육본, 교육사령부, 임시 지작사TF 등 수많은 전문 연구인력의 노력이 투여되었으며, 각종 정책회의 및 전술토의와 추진평가회의 등을 통해서 조직의 효율성을 높이기 위한 전투참모단의 편성을 보강하였고, 이에 따른 결심지원체계 등 작전수행체계를 더욱더 발전시켜왔다. 특히 19-1차 및 2차 동맹연습 간 작전수행체계를 시험적용 하면서 미흡한 분야를 분석하여 보완할 수 있었지만, 주요쟁점 사항인 FB확장, 공역통제체계 개선, 지작사 예하의 직할부대 편성, 전력화 문제 등 편성의 완전성을 충족시키기 위해 지속적인 관심을 가지고 보완시켜 나가야 할 과제들이 아직 산재해 있다. 향후 이러한 연구를 바탕으로 한층 더 완전성이 강화된 연합지상군구성군사령부가 될 수 있도록 끊임없는 연구들의 초석이 되었으면 하는 바람이다.

다국어 초록 (Multilingual Abstract)

This research aims to present the role of Ground Operation Command (organized as of Jan. 1, 2019) as a Operational Unit and the direction for development on the Operations System based on effectiveness for the Future Combined and Joint operations of the GOC. The GOC, as a part of the Defense Reform 2.0, has convened numerous personnel, including the Ministry of National Defense and the Joint Chiefs of Staff, ROKA HQ, ROKA Training & Doctrine Command, and TF of the Temporary GOC, and has strengthened the combat staff through policy meetings, discussions, and promotion assessment meetings, and thus developed the Operations System, including the resolution support system. There were factors improved by the pilot application of the Operations System in particular during 19-1st and 2nd the Alliance/DM Exercises. But, many tasks are still requiring continuous interest to ensure the integrity of the branch, such as the improvement of the FB expansion and air-space control system, organizing and fielding a direct unit under GOC, and the use of force. It is hoped that this research could be the cornerstone for the Combined Ground Component Command (CGCC) greatly to become a more effective Component Command in the future.
