부양의무자 기준으로 인한 국민기초생활보장급여 수급 탈락 경험에 관한 현상학적 연구

국문 초록 (Abstract)

본 연구는 맞춤형급여제도 이후 국민기초생활보장급여 수급 신청을 하였으나 탈락된 경험이 있는 수급권자가 직접 말하는 수급 탈락 경험의 본질과 그 의미를 파악하고자 Giorgi의 현상학적 질적 연구방법을 이용하여 분석하였다. 연구 참여자는 9명이며, 심층면담을 통해 자료를 수집하였다. 분석결과는 국민기초생활보장급여 수급 탈락 경험 본질적 구성요소로 ‘기대감에 부풀어 신청하기’, ‘탈락되어 화가 났으나 체념하기’, ‘부양의무자와의 등 돌리기’, ‘빈곤 대물림의 여지를 안고 살아가기’, ‘치료를 제대로 받지 못하는 고단한 삶 이어가기’, ‘수급 탈락 경험 후 살아나가기’였다. 분석결과를 근거로 수급 탈락 경험을 통해 국민기초생활보장제도의 문제를 논의했고, 정책 제언 및 후속연구를 위한 제언을 하였다.

다국어 초록 (Multilingual Abstract)

The System was revised and implemented into a customized wage system in full scale in July, 2015, which relaxed the criteria of people with duty of care. There were, however, still many people that were excluded from the benefits of the System according to the criteria of Family Support Obligation.
This study thus set out to understand and explore in depth the experiences of recipient households that were eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation by applying the phenomenological methodology of Giorgi. It also aimed to provide basic data to improve the criteria of Family Support Obligation so that the National Basic Livelihood Security System could serve its functions as a social safety network for people that needed actual protection.
For those purposes, the study first asked a question, "What kind of experience is it to be eliminated from the benefits of National Basic Livelihood Security according to the criteria of Family Support Obligation?" Purposeful sampling was used to select individuals that met those criteria. Data were collected until July 10, 2016. Total nine subjects were selected, and data were gathered from them usually with an in-depth interview. The investigator consulted a variety of materials including focus groups, field visit logs, observations, and personal records such as case managers.
The study performed analysis according to Giorgi"s five stages of analysis and identified six components and 21 sub-components. They include“making an application with great expectations, giving up after getting eliminated, living with no support for sustenance allowance, living with room for the inheritance of poverty, getting too sick life Is getting weary of life and living after elimination experiences from the benefits.”
