Formally the study of the military culture has focused on the concept of in-army organization which was built around the members' welfare value or norm. Also these studies mention only a portion of its relationship to the combat power.
Therefore, it is true that the military personnel fragmentarily recognize the foundational role of military culture in optimizing combat power, yet they do not recognize it systematically.
The main purpose of this study is to research and analyze, by referring to a numerous related articles and papers, the relationship between the military culture and the combat power. Also, through the analysis of the current affairs and problems, this thesis presents a paradigm for a healthy military culture which harmonizes with the new generations, thus optimizing the combat power.
As the result of the study, it is found that the combat power and the military culture forms an intimate relationship. The followings are the summary of this study.
First, the military culture is everything concerned with the soldiers' life styles such as their value worth, attitude, and habit as a whole. It is composed of Value Culture, Rule Culture, and Ideology Culture.
Second, the military power is the "Strength" needed for a combat. It is a military power in which the physical element and the mental element consolidates to make up the whole. It is composed of the material and immaterial combat power. And, it is the limitation of the former which turned our attention to the maximization of the combat power through the latter.
Third, according to the works of Klaus Knorr, the national "will," which is one of the elements of the national power, is the variable number which can effect the modernization of the combat power, leading its level from none to infinity depending on its level. This idea was officially proved in the works of R. S. Cline, the formula for the analysis of national power.

According to this formula, the scale of the state does not have a direct ratio with the material elements(C+E+M), but varies with the variable numbers(S+W) which are the immaterial elements of the national power. Thus, it is these two variable numbers which can change the national power from none to infinity.
Fourth, 'the willingness to execute a strategy', in army, is the 'willingness to combat' And, it is possible to upgrade 'the willingness to combat' by strengthening the mental combat power through intellectual education. It's been said that if a healthy military culture atmosphere is presented around, the members of the military learn and maintain the value and direction of such. It is the basis for the development of military culture and 'the willingness to combat' leading the military to perform the very best combat power. This shows the mutual relationship between the military culture and combat power, not to mention the necessariness of the healthy military culture.
Now we look at the current affairs and problems of the combat power and military culture.
First, the national economy, military technology, and international restraint limit material combat strength. These limitations of the material aspects led to search for the maximization of combat power though immaterial elements.
Second, we are demanded a healthy military culture which can harmonize with the changing value worth of the new generations, who consist eighty percent of the members of the military.
Third, we need to find directions of the military culture by looking at some of the unfortunate aspects of the new generation culture such as the lack of sense of self for the whole, the regimentation, trouble with the military seniors, resisting military organization, not adjusting to the idea of public service, and so on.
From this point of view, in order for the military culture to develop, the harmony between the culture of the military and the new generation is essential. And, we need to find ways to develop a healthy value worth which will go fluently with the military organization. With this as the basis, we need to solidify military mind which puts more weight on the achievement rather than one's position, understand the current nation's status through responsibility and obligation for the nation, and be more certain about one's duty. Also, by solidifying the idea of the people's army, both people and soldier as a whole need to maximize their responsibility for obligation and group oriented thoughts.
Developing military culture through this direction will lead to the development in immaterial combat power, which would serve as the backbone of the military as a whole. Through this study, I came to the realization that building a healthy military culture needs to be thought after continuously by every member of Korea Army. Only when this is settled, can we finally expect the increase in combat power as well as the healthy relationship with the citizen.
At last, I must mention that this military culture study is only value-oriented and solely depended on the mutual relationship analysis materials. However, the significance of the study is on the attempts to develop healthy military culture, and I plan to continue focusing on the development of healthy military culture reconsidering the ones that needs to be overlooked along the way.
