중·장기복무 제대군인의 삶의 질 실태 분석연구 : 육군 전역간부를 대상으로|RISS 상세보기

국문 초록 (Abstract)

중·장기복무 제대군인에게 있어 삶의 질이란 전역 후 삶을 가치있게 만드는 모든 요소로서 경제적 수입과 지출, 건강과 의료, 여가활동 등 생활여건과 만족감 등 정신적 요소도 포함한다. 이러한 삶의 질에 대해 중·장 기복무 제대군인은 전역 후 저하됨을 느끼게 되어 이에 대한 세밀한 실태 조사와 원인분석, 개선방안 수립이 필요하다. 이에 따라 본 연구는 중·장기복무 제대군인의 삶의 질과 관련하여 기초복지와 전역/전직 부문을 연구분석하고, 이를 개선하기 위한 정책방향을 제시한다. 조사결과, 제대군인의 경제적 수입은 전역 후 감소되어 경제적 부담을 느끼고, 주택 마련에서 주택 우선공급 및 대부지원 지원률이 저조하며, 군 병원 및 보훈병원 이용률이 낮았다. 제대간부들의 취·창업은 계층별 차이가 있고, 전반적인 취·창업 비율도 과거에 비해 크게 개선되지 않았으며, 취·창업을 위한 전직지원프로그램도 취·창업과 직접적으로 연계되지 못하는 한계가 있었다. 이를 개선하기 위한 조치로서 맞춤형 기초복지 지원의 확대, 생애주기 일체형 복지정책 추진, 제대군인 가족대상 복지지원 확대, 군내 취업직위의 추가 발굴과 경력직 채용제도의 개선 등을 제시한다.

For veterans discharged after mid- or long-term service, quality of life refers to all factors that make life valuable after discharge, including mental factors such as happiness as well as living conditions such as economic income, medical care, and leisure activities. Since the veterans feel that their quality of life deteriorates after being discharged, this study investigated and analyzed basic welfare sector and the dis- charge/job-transfer sector in relation to the quality of life of the veterans, and suggested policy directions to improve them. As a result of the survey, the economic income decreased after discharge, the rate of housing loan support in housing was low, and the rate of use of military hospitals was low. In addition, there were differences in employment of the veterans by class, and there were limitations in that job change support programs for employment and start-ups were not directly linked to employment and start-ups. As a measure to improve the above, the study suggested expanding customized basic welfare support, promoting life cycle-integrated welfare policies, discovering additional employment positions in the military, and improving the employment system for experienced veterans.
