정치환경의 변화와 정당개혁 = 미국 정당들의 개혁과 변화로부터의 교훈

국문 초록 (Abstract)

정당이 유권자와의 연계를 강화하여 정치과정의 핵심적인 연결고리가 되려면 어떠한 변화를 수반해야 하는가? 이에 대한 해답을 찾기 위한 하나의 방편으로 이 글은 변화하는 정치 환경 속에서 미국의 정당들이 기능과 역할이라는 측면에서 어떠한 변모를 거쳐 위기를 극복해 왔는지 검토하였다. 미국의 정당들은 정치 환경의 변화에 발맞추어 스스로의 기능적 역할을 재정립하고 유권자들과의 관계를 반복적으로 재설정하면서 위기를 극복해 나갔다. 이러한 위기극복은 새로이 요구되는 기능에 맞추어 정당 내부의 조직을 재구성하고 중앙과 지방의 조직들 간에 역할 분담을 통해 효율적인 운영방식을 강화해 나가는 한편, 정치권력의 획득과 유지에 모든 자원들을 집중하는 전술적 변화를 꾀함으로써 가능했다. 21세기 정치환경에서 유권자들은 정치정보에 대한 이해와 정치활동의 독립성이라는 측면에서 과거와는 크게 달라져있다. 이는 우리의 정당들이 현재의 위기를 극복하고 다시금 정치과정의 중심에 서기 위해서 취해야 할 대처가 한층 더 복잡해졌음을 의미한다. 한국의 정당들은 미국의 정당들처럼 기능적 차원에서 조직적 재정비를 통해 유권자들과의 접촉면을 넓혀야 하는 동시에 다층화된 행위자들 간의 연계도 고려해야 하는 상황에 처해있는 것이다.

다국어 초록 (Multilingual Abstract)

What does political party need to do in order to regain the institution of linkage in political process? This paper examines how US political parties could overcome the crisis in 1960s and 1970s. US political parties successfully adapted themselves to the change of political environments by reorganizing the national-local network of parties and adjusting the functions of party organization. The successful adaptation of US political parties suggests that political parties in Korea under severe criticism from mass public need to rebuild their organization to the change of political environment. In addition, the political parties in Korea should put more efforts to arouse more political engagement of the electorate in 21st century, who are equipped with new technology of communication.
