창조경제시대의 중소기업 정책 = SME Policy in Creative Economy

국문 초록 (Abstract)

한국은 최빈국에서 중진국으로 진입하는 효율경제에서는 탁월한 업적을 이룩했다. 그러나, 혁신경제로의 전환에서는 많은 문제점을 노출하고 있다. 이러한 전환의 시점에서 마이클 포터가 주장한 혁신경제에서 한층 진화된 형태인 한국의 ‘창조경제’라는 새로운 패러다임으로 국가발전 전략을 새롭게 수립할 필요가 있고 그 핵심에 바로 생태계 기반의 중소벤처 정책이 자리하고 있다. 본 논문은 이러한 필요성에 입각하여 창조경제시대의 중소벤처 정책을 바람직한 방향으로 정립하기 위한 기초 작업들을 진행하였다. 우선, 창조경제 및 관련 개념에 대한 정의와 해석에 주력하였고, 창조경제의 본질은 효율, 혁신, 공정 이라는 3요소의 선순환에 있다는 판단 하에 바람직한 환경과 요구조건에 대한 세부내용을 중소벤처 정책으로 풀어보았다. 강조하건대, 스마트 혁명은 인류를 새로운 차원으로 진화시키고 있으며 이 기회를 잘 활용하면 2018년으로 예상되는 노령화시대 이전에 창조경제 시대를 이끄는 일류국가로 부상할 수 있다. 이를 위해서는 생태계 중심의 창업과 공정한 거래를 통한 지속가능한 성장이 이루어져 일자리와 성장이 선순환되는 착한 성장의 중소벤처 정책이 추진되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

Korea has made unprecedented achievements in the efficiency driven economies from one of the world's poorest countries to an OECD member country. However, many problems have been exposed during the transition. The aim for this study is to draw out a new evolutionary paradigm such a creative economy and economic democratization as driving forces of "economic revitalization." SME policy has a role to increase economic growth through 'ecosystemoriented entrepreneurship' and 'fair trade' This paper focuses on explaining new perspective on the term, ‘creative economy’ and the related concepts to establish desirable SME policies preparing for the era of a creative economy. The key essence of a creative economy is to form a virtuous cycle of the three elements: efficiency, innovation, and fairness. Also, major infrastructure and detailed strategies will be suggested as the policy of SMEs. We are entering a new serious phase following the smart revolution. By using this opportunity, before the era of the aging population of the year 2018, Korea will emerge as an advanced, first-rate country leading to the creative economy. For this, keeping the sustainable growth through ecosystem-oriented entrepreneurship and fair trade, the good SME policy forming a virtuous cycle of growth and jobs will be pursued.
