老人의 身體的 情緖的 扶養問題에 따른 社會的 서비스 改善方向 = (The) improvement direction of social services for physical and emotional supporting matters of the aged

국문 초록 (Abstract)

人口 高齡化 時代를 맞이하여 先進社會 各國은 물론 우리나라도 지난 30년간 계속된 經濟成長과 더불어 國民所得의 向上, 의학의 발달로 점차 高齡化 사회로 되어가고 있으며 그 速度는 더욱 빨라질 것으로 展望되나 노인인구의 급증, 가족부양기능의 弱化, 社會保障制度의 未備로 인하여 老人問題는 社會問題로 대두되고 있으며 그 深刻性은 더해 갈 것으로 豫想된다.
그러나 現在 우리 나라에 있어서의 老人에게 提供되고 있는 社會的 서비스는 施設 서비스에 치중하고 있으며 施設 서비스의 水準은 生計保護의 수준을 크게 벗어나지 못한 初步的 단계에 있을 뿐 아니라 다양한 施設保護 수요에도 잘 대응하지 못하고 있다. 한편 居宅 서비스는 그 必要性이 잘 인식되지 못한 狀態에서 種類가 극히 制限되어 있고 非專門的 水準에 머므르고 있다.
이러한 問題點들을 해소하기 위한 方案으로 노인의 身體的.情緖的 부양문제에 국한하여 부양실태를 파악, 老人問題가 지니고 있는 本質的인 의미를 알아보고 노인부양문제를 해결하기 위한 社會的 서비스를 居宅 서비스와 施設 서비스로 分類하여 施行되고 있는 社會的 서비스가 老人 부양문제를 얼마나 해소하고 있으며 問題點은 무엇인지 파악한 후 種類別로 사회적 서비스 改善方案을 도출하고자 노력하였다.
現在 우리 나라에 있어서의 社會的 서비스는 種類가 극히 制限되어 있고 非專門的 水準에 머무르고 있으며 實質的인 制度的 서비스로 發展되지 못하고 있어 家族의 현재적.잠재적 부양기능을 支援. 보완 대체할 수 있는 다각적인 社會的 서비스 프로그램이 實施 되어야 하겠다.
그리고 社會的 서비스 發展을 위해서는 무엇보다도 家族, 地域社會, 國家가 같이 責任을 나누어 지는 “家族 社會 共同責任 ”의 原則과 施設 서비스에 계속적인 政策的 관심을 기울이면서 한편으로 居宅 서비스에도 새롭게 관심을 기울이는 施設 서비스·居宅 서비스 均衡 發展의 原則을 수립하여야 할 것이다.

In the old aged time, since rapidly increase of old people, increase old peoples household by divided families, change of old people's support mind, shortage of the social security system.
The old people's problem is rise as social problem and the seriousness will be more and more in our country as well as advanced every nations.
For settlement the old people's difficulties, stability of one's old age and health seculity, we established the law of old people's welfare and offered each kind of service.
Since scatiness of the searing capacity and of the equipment and of the program for old people's welfare, we should develop and elevate the social service.
In this thesis, for settlement the health problem of body and mind, and the life problem of social economy, it should find the old people's support actual condition and research the essential meaning and for settlement the old people's support problem and the, present condition of social service.
I classify into the facility service and the home service and understand the problem for it and efforted take out the reform measure of old people's social service.
In our country now, the social service for old people is attach weight the facility protection, and the level of facility protection is liveliihood protection - first grade- and home service is very restrictived by lack of understanding and nonspeciality and not developed to systemic service, it should be develop the many sided social service program to support, replation and transfer of support function at now and then.
For develop the social service, we should get out of the 'home protection and then social seculity' and by fundamental of the 'family and social responsibility' and by concern with facility service and home service and should be make fundamental rule, then balanced develop of facility and home service.
