건설업 위기관리를 위한 시나리오 플래닝 활용에 관한 연구 = A Study on the Use of Scenario Planning for Crisis Management in Construction Industry

국문 초록 (Abstract)

본 연구의 목적은 위기관리 시나리오 플래닝 기법을 활용하여 건설업과 관련한 위기를 예측/관리할 수 있는 전략적 대응 방안 수립 및 정량적 Signpost 측정 도구를 개발하는 것이다. 이를 위해 다음과 같은 수행 절차를 따른다. 첫째, 선행연구 고찰을 통하여 건설업 유형별 리스크 분류/특성 및 대응 모델을 분석하고 시나리오 플래닝 기법을 정의한다. 둘째, 건설업 관련 위기 사례를 분석하여 Value Chain 별 리스크를 도출한다. 셋째, 시나리오 플래닝 설문을 통하여 위기관리 수준을 진단한다. 그 결과, 건설업에서 중점적으로 관리해야 할 위기로는 비재무 리스크 중 수주/수행 리스크로 도출되었으며, 이는 전사적 관점의 예방 단계에서 필요하다고 생각한다. 이에, 시나리오 플래닝을 활용한 건설업 위기관리 방안을 제시하였다. 본 연구의 결과는 향후 국내 건설업에 적합한 위기관리 대응체계 도구 개발을 위한 기초자료로 활용될 것이다.

The purpose of this study is to establish a strategic response plan and develop a quantitative Signpost measurement tool that can predict/manage crises related to the construction industry by utilizing the crisis management scenario planning technique. To this end, the following performance procedures are followed. First, through the review of previous studies, risk classification/characteristics and response models for each type of construction industry are analyzed, and scenario planning techniques are defined. Second, risks for each value chain are derived by analyzing crisis cases related to the construction industry. Third, the level of crisis management is diagnosed through a scenario planning questionnaire. As a result, the crisis to be intensively managed in the construction industry was derived as an order/performance risk among non-financial risks, which is considered necessary in the prevention stage from a company-wide perspective. Therefore, a crisis management plan for the construction industry using scenario planning was suggested. The results of this study will be used as basic data for the development of a crisis management response system tool suitable for the domestic construction industry in the future.
