인민폐 국제화의 정치경제: 배경과 전략을 중심으로 = Political Economy of Internationalisation of the Chinese Yuan: Focusing on the backgrounds and strategies

다국어 초록 (Multilingual Abstract)

This paper explores the backgrounds and strategies of the China's intention of internationalising its currency, yuan. This research argues that the Chinese government has seriously made its strategy to internationalise the Yuan since 2007 in two reasons. Firstly, the domestic political economic backgrounds for the internationalisation of the yuan is to maintain the economic growth of Chinese economy and to advance its internationalisation; and secondly, China realises the transition to multilateralism of international politics, for example, including the EU from the US unipolar hegemony from the perspective of international political economy. It can be understood that China is actively ready for this transition.
In addition, this paper analyses the strategy of the yuan's internationalistion which expands by stages from 'peripheralisation', 'regionalisation' towards 'internationalisation'. Although China concentrates its current effort on peripheralisation, it actively takes preparatory steps for the future development towards regionalisation and internationalisation. This trial of China which intends to be the regional hegemony at least or the international hegemony at most can be understood under the framework of 'aggressive realism'.

국문 초록 (Abstract)

이 글은 최근 중국의 인민폐 국제화의 배경과 전략에 대해 탐구하고 있다. 우선 중국은 2007년을 기점으로 본격적으로 정부차원에서 인민폐 국제화 전략을 펴고 있는 것으로 분석된다. 이에 대한 국내 정치경제적 배경으로는 중국 국내 경제성장의 유지와 세계화의 진전을, 국제 정치경제적 배경으로는 미국 중심의 일극에서 EU 등의 다극체제로의 국제 정치 경제 질서의 변화를 인지하고, 그 변화를 주동적으로 준비하기 위한 것으로 이해할 수 있다.
또 그 전략의 차원에서 중국의 인민폐 국제화는 주변화->지역화->국제화의 수준으로 확장시키려는 것으로 분석된다. 현재 단계는 주변화에 주력하고 있지만, 지역화 및 국제화를 위한 사전 포석적 의미의 활동 역시 활발하게 펼치고 있는 것으로 파악된다. 따라서 이러한 중국의 시도는 최소 지역 패권국, 최대 세계 패권국을 지향한다는 의미에서 ‘공세적(agressive)’ 현실주의의 틀로 이해하는 것이 타당할 것이다.
