效率的인 電子貿易 single window 構築方案에 관한 硏究 = (A) study of building plan for efficient e-trade single window

The object of this study shall be present the scheme for effective building of Single window for electronic trade. For this, we analyze managing condition of current Trade Automation System and investigate the cases of building Single window in the fields of trade, customs clearance and logistics. In addition, we analyze demands on the newly-built electronic trade platform by researching questionnaires from end-users working at trade companies and so on.In results of this study, it is analyzed that we need to have strategic counterplot with preparing legal and systematic devices by government, and also need to make conditions to promote private-participation itself for building effective electronic trade Single window system.First of all, common strategic plan of government for propelling this project is that role-division of each department, policy department and execute department, shall be accomplished. It is more efficient for policy department in charge to support planning and budget at the setting-up phase of Single window. However, it is desired that policy department along with execute department as a central figure leads the project in the process of real-actualizing. It will be the best way to minimize overlapping investment of each organization and to maximize system efficiency in order to actualize Single window. Moreover, cooperative organization between public and private sectors shall be built. Making partnership with private sectors which have service knowhow and existing network is in core because government having its specific character has limit to satisfy all aspects of services in expert field of trade. In this way, it will be expected to minimize burden such as system modification and additional development, etc. by new circumstances change and time for adapting themselves to a new process.

국문 초록 (Abstract)

IT의 발전과 글로벌네트워크의 확산에 따라 전자무역(e-Trade)은 21C 新 무역패러다임으로 등장하고 있다. 지난 ‘90년부터 EDI(Electronic Data Interchange; 전자문서교환)를 이용한 외한, 상역, 물류, 통관 부문의 무역업무자동화 사업을 추진하여 온 정부로서는 이러한 환경변화에 대응하고 현재의 무역자동화시스템 이용률 제고를 위하여 2004년부터 전자무역서비스 혁신사업을 추진하고 있다.본 연구는 전자무역서비스 혁신사업의 최종 목표모델인 전자무역 Single window 효율적인 구축을 위한 방안제시를 목적으로 하였다. 이를 위해 현행 무역자동화시스템의 운영실태를 분석하였고 미국, 호주, 일본 그리고 네덜란드 등 해외 무역, 통관, 물류분야의 Single window 구축사례를 조사하였다. 특히 네덜란드에서 공공부문의 싱글윈도우로 개발되고 있는 시스템인 GTP (Government Transaction Portal)의 개념은 우리나라에 적용할 수 있는 현실적인 벤치마킹 모델로 분석되었다.아울러 무역업체 등 실사용자의 설문을 통해 새롭게 구축될 전자무역플랫폼 에 대한 요구사항을 분석하였다. 설문결과 우리 기업들은 기업의 ERP 또는 회계시스템 등에서 이루어 지는 프로세스가 전자무역 Single window 프로 세스로 연계되어 처리되어 지기를 희망하였으며 아울러 무역유관기관 상호간의 연계성이 충분히 확보되어 One-stop 프로세스가 가능하도록 시스템이 구 축 되어지기를 희망하는 하고 있는 것으로 분석되었다.이외에도 현재 국내에서 수행되어 지고 있는 전자무역서비스 혁신사업 및 국가물류혁신사업 그리고 관세청의 통관단일창구 사업등의 연구를 통해 각 사업별 추진방향과 사업간의 연관성을 고찰해 보았다.연구결과 효율적인 전자무역 Single window를 구축하기 위해서는 정부차원에서 법적, 제도적 장치마련 등 전략적 대응방안이 필요하고 이와 함께 민간 스스로의 참여할 수 있는 여건의 조성이 필요한 것으로 분석되었다.먼저 정부부문의 공통 대응방안으로는 동 사업을 추진할 범정부적 민관 합동 추진주체의 구성과 자발적 참여 유도전략이 필요하다. 특히 Single window의 실현을 위한 주요과제들이 비록 전자무역의 테두리 내에 있으나 이것은 일개 기관이나 일개 부처의 노력으로는 실행이 어려운 과제라는 것을 인식해야 한다.아울러 정책부서와 실무부서와의 역할분담이 명확해야 한다. 싱글윈도우 수립 단계에서는 중앙의 정책부서가 담당하여 기획과 예산을 지원하는 것이 효율적이다. 그러나 실질적인 구현과정에서는 정책부서와 함께 수요기관이 중심이 되어 사업을 추진하는 것이 바람직하다. 그것이 Single window 구현에 있어 중복 투자를 최소화하고 시스템의 효율성을 극대화하는 방안이 될 것이다.끝으로 민․관 공동의 협력체제가 구축되어야 한다. 정부의 특성상 무역이라는 전문분야의 서비스를 모든 면에서 충족하기에는 한계가 있으므로 서비스에 대한 노하우와 기존 커뮤니티를 보유한 민간기업과의 적극적인 파트너십 형성 이 필요하다. 즉 정부로 대표되는 GTP(Government Transaction Portal)와 기 구축되어 활용되고 있는 KTNET 등의 PTP(Private Transaction Portal)가 유기적으로 연계되는 형태가 가장 효율적인 전자무역 Single window 모델이라고 볼 수 있다.
