This study aims to analyze the current status and value distribution characteristics of technology transfer from public research institutes (PRIs), focusing on the pre-clinical stage, which has emerged as a pivotal phase in the pharmaceutical and biotechnology industries. While technology acquisition by 'Big Pharma' is increasingly shifting towards earlier stages, the technology transfer rate of domestic public research institutes has stagnated or declined, and acquiring companies face challenges due to a lack of information and difficulties in valuation.
By presenting the distribution and determinants of pre-clinical technology transfer fees based on empirical data, this study seeks to mitigate information asymmetry in technology transactions and provide an objective basis for corporate valuation. It also proposes a new metric for evaluating research performance (ROI of R&D), offering practical implications for public R&D performance management and policymaking aimed at vitalizing technology commercialization.
