    명예살인을 둘러싼 스웨덴의 논쟁과 정책적 대응

    This study looks into how the issues of honor-related violence(HRV) against women and girls of ethnic minority background have been debated and what actions have been taken by the authorities in Sweden. In many European societies, HRV are frequently represented and forms part of a tendency to portray violence in non-western communities in exclusively cultural terms, while ‘western’ violence against women is not. This encourages a stereotypical contrast between western and non-western values involving gender equality. As a result, the principles of gender equality are frequently employed to promote a more restrictive immigration agenda and demonize minority groups rather than improve the condition of women within them. Such value conflicts are also interwoven into current multicultural tensions in Sweden, in which gender equality and universal principles of individual human rights constitute the state profile and political identity. In particular, the cases of honor killings have become flash points for public debates on ‘culture and cultures’ among political parties, immigrant groups and feminists in Sweden. However, the Swedish experience is somewhat unique, as they rejected culture as ‘excuse’ for violence but see HRV as just another form of universal patriarchal oppression of women by men. Consequently, Sweden government has introduced numerous laws and policies that seek protect young migrant women from HRV and weaken patriarchal codes and control. Differently from other European countries, the principles of gender equality have little been employed to promote a restrictive immigration agenda in Sweden. In order to explain why the Swedish policy response is unique, this study analyses how the debates on HRV is framed and how they are governed by immigration histories, citizenship frames, and gender equality norms and values. The analysis of this study highlights that Sweden’s the most open refugee asylum policy in Europe and the least restrictive citizenship criteria as well as its commitment to gender equality are important to explain the public debates on HRV and women’s rights, and policy outcomes. Lastly, this study pays attention to that the debates on HRV contributes to reveal ‘hidden racism’ in Sweden society, as well as providing the opportunity for anti-immigration advocates to mobilize in the political arena.
