우리나라 신도시 초등학교의 통학로 안전환경 비교분석에 관한 연구 = A Study on the Safety Assessment of Elementary School Environment in Korea

국문 초록 (Abstract)

우리나라의 교육환경평가제도는 그 동안 많은 역할을 한 것도 사실이지만, 통학로 안전환경 조성에는 한계가 있었다. 따라서 본 연구의 목적은 교육환경평가 항목중 '학교위치'를 중심으로 통학로 안전의 문제점을 개선하기 위한 평가지표 개발을 위한 기초적 연구자료를 제공하는데 있다. 본 연구는 각종의 문헌 및 선행연구서나 논문 등의 자료를 기초로 통학의 안전성에 영향을 미칠 수 있다고 판단되는 계획요소와 이들 계획요소별 안전성 평가기준을 제시하였다. 또한, 경기도지역내 3개 신도시(SB, DB, PK) 총 27개 초등학교를 대상으로 통학로 안전 실태조사를 하였다. 조사분석은 20개 계획요소에 대하여 평가기준에 따라 '우수(5점), 보통(3점), 미흡(1점)'의 3등급 척도로 구분하고, 각 요소별 점수를 5점에 최대취득 점수는 100점 만점으로 하였다. 본 연구의 주요연구결과는 다음과 같이 요약할 수 있다. 첫째, 개발시기가 다른 'SB(53.38점)<DB지구(58.59점)<PK신도시(68.25점)' 3개 신도시간 평가점수(평균) 차이가 뚜렷하여, 신도시간 통학환경의 질적 수준의 차이가 있음을 알 수 있었다. 둘째, 초등학교 통학환경의 계획요소별 평가점수를 비교해본 결과 '학교위치, 지형특성, 자전거도로 및 보행자전용로 설치, 가로시설물의 안전성, 중앙분리대 설치, 교통안전시설물, 과속방지턱, 정문의 보차분리, 주차방식' 등의 10개 계획요소에서 신도 시간 차이가 '뚜렷'하였고, '약간' 차이를 보이는 요소는 5가지, '전혀 차이가 없음'은 요소는 5가지로 뚜렷하게 나타났다. 셋째, 계획요소중 4.0점전후의 높은 점수를 획득한 것은 '통학거리', '지형특성', '가로시설물', '연접대지 출입구', '버스정거장'은 우수하나, 반대로 '교통정온화기법의 도입'이나 '교통섬 설치', '교내 주차 방식' 등의 평가점수가 1.0점전후의 낮은 점수로 취약함을 보여주고 있어 이에 대한 고려가 필요하다. 본 연구는 수도권 3개 신도시만을 대상으로 하였기 때문에 본 연구의 평가항목, 평가요소, 기준, 평가점수, 평가방법, 평가결과를 일반화하는데 한계가 있어, 이를 보완하기 위한 후속연구가 필요하다.

다국어 초록 (Multilingual Abstract)

The new town was assumed that there is a difference between the country's elementary school environment. First, given the important elements of the school safety plan in order to verify this, and we plan to set up each of these elements by safety criteria. In the second chapter in order to achieve the objective of this study was to develop indicators to evaluate the safety of the school environment influences the safety of the school environment through the theoretical consideration. In Chapter 3, the difference in safety through the new elementary school survey of metropolitan areas was given a score per item per item depending on the evaluation criteria. The fourth section is the difference between safety school environment can be summarized as the following analytical results that the difference between the new city. The results of this study as follows: First, the characteristics of the elementary school environment showed a significant difference between the new town. Third, the introduction of elements of the plan such as Traffic calming or Traffic Island installation techniques was found lacking.
