소득ㆍ자산기반 중산층 측정 및 계층이동 결정요인에 관한 연구 = Income-Net Worth-Based Measurement of the Middle Class

국문 초록 (Abstract)

본 논문은 WeisbrodㆍHansen(1968)이 제안한 소득-순자산가치(income-networth)의 개념을 도입하여 중산층을 새로운 기준에 따라 정의하고 이들의 특성과 계층 이동요인을 분석한다. 소득-순자산가치는 저량(stock)인 순자산을 연금화(annuitizing)하여 유량(flow)인 소득에 합산하는 개념이다. 본 연구는 중산층의 규모가 측정 기준에 따라 큰 차이를 보이고, 소득과 자산을 모두 고려할 경우 경제적 취약계층의 규모가 크게 증가한다는 결과를 도출했다. 또한 소득 기준과 소득-자산 기준 모두에서 근로가구원수가 경제적 계층을 결정하는 주요 요소라는 사실을 확인했다. 그리고 실증분석을 통해 소득-자산 기준에서 부동산의 보유 여부가 중산층과 하위층 간의 이행에서 매우 큰 영향을 미치는 요인이며, 자산의 형성이 중장기적으로 빈곤 탈출과 중산층 확대를 위한 핵심적 요소라는 점을 밝혔다. 우리의 분석결과는 중산층 확대와 강화를 위해서는 소득 증대뿐만 아니라 가계의 자산형성과 자산의 유동화를 위한 정책적 지원을 강화할 필요가 있다는 점을 시사한다.

This study analyzes the characteristics of the middle class and the determinants of shift among classes, based on a concept of income-net worth which was suggested by Weisbrod and Hansen (1968). The income-net worth-based middle class is estimated by total available current income that is a sum of household``s income and the annuity value of its net worth. We show that the size of the economic fragile class largely increases when we consider household``s wealth as well as its income. Also, we obtain a result in which whether or not a household has the second earner is a key factor to determine its economic class and its shift to other classes, in both income-based and income-net worth-based criteria. Futhermore, our empirical results indicate that whether or not a household owes its property is the most important element to affect its shift between the middle class and the lower class. To make the middle class stronger, we suggest that the government should support the young to acquire assets and the old to utilize the annuity of their assets.
