한국 노숙자(Homeless) 서비스 프로그램의 실태와 개선방안 = A study about the Service Programs for the Homeless of fact in Korea

국문 초록 (Abstract)

한국 사회에 있어서 노숙자(Homeless)의 문제는 IMF관리체제의 여파로 발생한 가장 심각한 사회문제로 노숙자 문제라고 할 수 있다. 이러한 노숙자(Homeless)문제를 해결하기 위한 국가 차원에서의 정책을 마련하기도 전에 노숙자를 위한 응급조치로서 노숙자 쉼터(희망의 집)를 마련하게 되었다. 그러나 충분한 검토와 사전 준비 없이 시작된 노숙자(Homeless) 서비스 프로그램은 문제점이 도출되면서, 노숙자(Homeless)에 대한 서비스의 질을 높이지 못하였다. 이러한 점이 본 연구에서 다루고 있는 내용이다. 본 연구에서는 노숙자(Homeless)들에 있어서 서비스 프로그램의 질을 높이고, 무엇이 문제인가를 국외문헌 및 연구 보고서를 통하여 알아본 후 한국의 노숙자(Homeless)서비스 프로그램의 실태를 파악한 후 한국의 실정에 알맞은 개선방안을 제시하고자 한다.

It is the aim of this paper to understand theoretic background and actual condition of korea and other countries about the homeless service programs and hereupon, appreciate the best suitable homeless service program to Korea to workout the improvement. The most serious social problem arisen from aftereffect of IMF management structure would be the problems with homeless. In order to cope with the problems with Homeless, a shelter(House of hope) for homeless was provided before a policy from the national levels is prepared. However, the problems with the service programs for the homeless have hammered out due to insufficient reviews and no prior plans which failed to increase the service quality for the homeless. In this paper, the study is focused on above mentioned matters. This research is concerned with above factors. Through studying the national assembly documentary records and research records to find out the actual problem and how to increase the service programs for the homeless, this research understood the actual sate of the Korean service programs for the homeless and draw up appreciation and a comprehensive plan that is suitable for the actual circumstances in Korean . As a result, to resolve the homeless problems and to settle the cause of society structure, it is imperative to have a policy from a central government levels.
