국문 초록 (Abstract)

본 논문의 목적은 환경갈등과정에서 전문가들간에 전개된 과학기술적 사실에 대한 사회적 구성과 해석 차이를 분석하는 데 있다. 이를 위해 새만금간척사업에서 수질오염을 둘러싼 전문가들간 과학기술논쟁을 분석함으로써, 과학기술적 사실이 전문가들의 신념과 이익체계에 따른 사회적 구성과 해석의 산물임을 밝히고자 한다.<br/>
논의의 순서는 다음과 같다. 첫째, 과학기술논쟁의 사회적 구성 및 해석과 관련된 네 가지 접근법(실증주의 접근법, 정치적 접근법, 구조적 접근법, 사회구성적 접근법)을 소개한다. 둘째, 새만금 사례에서 수질오염논쟁과 관련해 ‘수질 예측치’와 ‘오염량 추정치’라는 과학기술적 사실에 대한 전문가들간 계산결과의 차이를 소개한다. 셋째, 이러한 차이의 원인이 전문가들의 사업 찬성과 반대, 개발과 보존이라는 신념과 이해관계의 차이에 따라 과학기술적 사실들을 다르게 해석하고, 구성하기 때문이라는 점을 밝힌다. 전문가들의 과학기술적 사실에 대한 구성과 해석의 내용은 그 대상에 따라 ① 정보의 구성, ② 방법의 구성, ③ 가정의 구성, ④ 해석의 구성, ⑤ 정책선호의 구성 등으로 임의적으로 구분한 후 분석한다. 넷째, 연구의 이론적, 정책적 함의를 정리한다.

다국어 초록 (Multilingual Abstract)

This paper analyzes the social construction of scientific-technological debates. In Saemangeum project, among experts related with anti- and pro-Saemangeum project, there have been the conflicts about the scientific-technological issues around water pollution problems in future Saemangeum lake. We argue and provide the evidences that those conflicts come not just from misunderstanding scientific facts, but the different epistemological bases among experts. Based on theoretical framework of social constructionism of science and technological debates, we show that experts, based on their interests or values, socially constructed the information, method, assumption, interpretation and policy preference.
