조선 정조시대 국왕비서조직인 승정원의 인사운영, 업무 및 근무실태 분석 = Personnel Management System of Seunslunwon, the Royal Secretariat Office of the Chosun Dynasty

국문 초록 (Abstract)

조선시대 국왕 비서조직의 기본적인 직무는 왕병출납, 문서작성 및 문서처리인데 이중에서 가장 중요한 기능은 왕명출납기능이다. 이러한 역할을 담당한 조선시대의 국왕비서기구는 바로 승정원인데, 이곳에서는 왕명출납을 담당하면서 매일매일 취급한 문서와 사건을 일자별로 작성하였다. 이것이 바로 국왕 비서일기인 『승정원일기』이다.
본 연구에서는 이러한 『승정원일기』의 내용을 바탕으로 정조시대의 국왕비서에 대한 실증적 분석을 하였다. 본 연구의 분석대상은 정조시대의 『승정원일기』로 1776년 4월 1일부터 1800년 6월 29일까지이다. 분석의 결과, 조선시대 국왕비서직을 수행하기 위해서는 능력은 물론 가문이나 당파 등 조건이 매우 까다로웠다. 또한 승지별로 평균근무일수가 차이를 보이고 있었으며 근무실태 즉 숙직, 병가, 외출, 결근 등은 물론 업무현황 등에서도 차이가 있었다. 그리고 승치의 가장 중요한 업무는 왕명출납기능과 관련기관의 지휘감독이었으며, 그밖에도 국왕의 지시에 따라 매우 다양한 업무를 수행하였음이 분석되었다.

다국어 초록 (Multilingual Abstract)

The primary duty of the Royal Secretary of the Chosun Dynasty was the management of royal orders. The Royal Secretariat Office, Sengjunwon, kept daily records of kings' orders. This study examines the office during the reign of King Jungjo, based on "Seoungjungwon ilgi," an old court document. Comparing the royal personnel management system of the Chosun Dynasty with that of today would extend the field of secretarial studies.
Becoming a royal secretary in the Chosun Dynasty would have required a number of qualifications, including academic excellence. The generalizability of this study is limited because the focus is on the royal secretariat of the Junia reign. Thus, future research is warranted to compare secretariats under different kings of the Chosun Dynasty. Further, an examination of the residential type of royal secretaries -- eunuchs and court ladies - would be beneficial.
