조계종단의 ‘한국불교 세계화’ 기획에 대한 비판적 논의 = A Critical Approach to the Project “the Globalization of Korean Buddhism” of the Jogye Order

다국어 초록 (Multilingual Abstract)

The direct and indirect impacts of globalization on South Korean Buddhism are to be seen on various levels. One of them is the so-called “Multiple Buddhism” in South Korea, where a variety of doctrinal interpretations and practices of Buddhism as well as diverse Buddhist material cultures coexist. Even though this situation could produce important issues such as the identity of Korean Buddhism, the mainstream Korean Buddhism doesn’t show much concern about the situation. Rather, Korean Buddhism has a keen interest in the spread of Korean Buddhism abroad as the project of “the Globalization of Korean Buddhism” shows which are promoted by the Jogye Order, the biggest South Korean Buddhist community. Consequently, the discourse on and policy of “the globalization of Korean Buddhism” are not oriented to “inside” but to “outside” of the country. In this paper, this author attempts to reveal problems the project “Globalization of Korean Buddhism” contains which has been pursued since the early 2000s by the Jogye Order. For the purpose, the infrastructure and undertakings are introduced and analyzed which were made to promote the project. This paper starts with the organizational structure and institutional device under which the project goes ahead. And some problematics of the project are identified as centered on monks/nones, hierarchical command structure, an entanglement of religion and state, commodification of Buddhist culture. Lastly, cultural nationalism is discussed as the world view or ideology which underlies the project, as well as implications of the project for current South Korean society where social exclusion of particular groups such as ethnic and religious minorities has become a serious issue.

국문 초록 (Abstract)

조계종단은 2000년 초부터 ‘한국불교 세계화’를 주요과제로 채택하여 현재 까지 관련 사업을 확장하고 있으며, 이를 위한 조직적, 제도적 정비 또한 꾸 준히 진행하고 있다. 이에 상응하여 ‘한국불교 세계화’에 대한 불교계의 학문 적 담론 또한 조계종 총무원의 사회부와 국제교류위원회가 2004년부터 2009 년까지 개최한 일련의 관련 정책세미나를 비롯하여 한국교수불자연합회가 2016년 ‘한국불교의 세계화’를 주제로 개최한 교수불자대회에 이르기까지 지 속해서 생산되고 있다. 이들 학문적 담론의 특징은 내부자의 시각과 도구론적 접근방법이 주를 이루면서 ‘한국불교 세계화’를 효과적으로 추진할 수 있 는 구체적인 전략이나 방법에 초점에 맞추어져 있다. 같은 맥락에서 이들 담 론에서는 승가교육의 개선, 국제포교를 위한 영어교육의 중요성, 해외포교의 활성화를 위한 조직적 지원과 관리방법 등이 주요 이슈로 다루어지면서, 종 단의 ‘세계화’ 과제에 대한 제한된 문제의식을 보여준다. 그 결과 이들 담론 에서 ‘세계화’와 관련하여 인접학문 – 사회학, 정치학, 인류학 등 - 의 접근 방식이나 관련 이론은 진지하게 검토되고 있지 않고, 경험적 조사연구도 소 수를 점한다. 본 논문에서는 한국의 대표적 불교종단인 조계종단이 ‘한국불교 세계화’를 추진하면서 구축한 인프라와 관련 사업의 내용을 분석하면서 종단 주도의 ‘한국불교 세계화’가 내포하고 있는 주요 문제점을 드러내고자 한다. 이를 위 해 본 논문에서는 종단의 종책인 ‘한국불교 세계화’가 어떠한 조직구조 속에 서 추진되며, 그 기저에 깔린 세계관 및 이데올로기는 무엇이며, 현 한국사회 의 다문화 상황에서 ‘한국불교의 세계화’가 가지는 함의는 무엇인가 등을 논 의하고자 한다.
