Recently the problem of solid waste disposal has become the most important issue in the world. The solid waste problem can be conceptualized by the gap between the rapidly growing amount of soild waste being generated and the do-crease of solid waste disposal capacity.
This paper addresses that the Taejon's solid waste management plan designed in 1992 contains a basic and critical problem which it did not consider the im-pact of quantity-based pricing system on the quantity of solid waste being generated. Above all, therefore, waste stream analysis should be conducted for precise diagnosis and prescription. This analysis offers policy makers information on what sort of and how much solid waste is generated aha disposed after recycling and composting. Data provide that Taejon (46.8%) has produced much higher rate of food waste than Seoul (24.1%). In Taejon, therefore, composting has to be emphasized among waste management options. Importantly, the ser-vice of source-separated food waste collection has to be provided to the public.
Furthermore, this paper presents directions of solid waste management policies to deal effectively with the problem of solid waste being generated in Taejon Metropolitan City. To facilitate recycling, drop-off centers can be alternatives to the infrequent co31ectlorl services of recyclables. These recycling facilitate should be established nearby department stores and supermarkets in order to give the convenience of recycling to the public. Finally, this paper suggests that the suc-cessful implernentation of the quantity-based pricing system depend largely on the recycling education and information on what and how to separate materials.
