In this paper, `space` was used to mean a three-dimensional steric connotation, so it is a concept which encompasses both tangible man-made structures and intangible elements such as systems, values and ideas. `Spatial structure` is formed in a space through a process involving people migration, capital inflow, technology development, idea creation, innovation and the like. The purpose of this study was consider a opposing view about Sejong City, Innovation City, Four-River Project, and Pyeongchang Winter Olympics. Opposing view was rational planning and political planning. We live in an era of rationality. Rationality was a coherent subject, in the field of planning. Populism and coalition without policy agreement were taboo issue in planning. I named political decision which influenced by populism and coalition without policy agreement as political planning. Rational planning unfortunately plays a far lesser role. Politician assumes no responsibility for political planning. There has been no claim of responsibility. Political planning increased the burden laid on the people. Political planning is a waste of time and taxpayers` money. The recent data has shown the acute results of these political planning. Participatory Government and Lee MyungBak Government were painted starkly different pictures of the Balanced Regional Development. Both of them were failed. I suggested spatial structure reorganization in Korea, considering the reunification of South and North Korea and geopolitical factors in Northeast Asia. For example, Pyongyang, which is over four times as large as Seoul but 10% of population density. The world`s major powers including the U.S., Russia, China and Japan have interest in the reunification of Korea and the borderland. To develop globally competitiveness of Korea, quantitative growth, regional selfishness, narrow view of the world should be ended. Also post-reunification scenarios should be taken into account in spatial structure in Korea.
