다국어 초록 (Multilingual Abstract)

A college library collects, organizes, and stores the information necessary for education and research. They also provide to the community around being the information center and becoming the main system in this information-oriented society. Today, the interior and exterior environment of a college library needs to be changing according to the fast change in the technology.
Looking the exterior environment of the GongJu University’s engineering library, the effect of changing technology is huge in the changes necessary in lecture, research, and even studying. Likewise, looking at the interior environment of the library, the lack of information and facility is evident due to the combination of four campuses of GongJu.
In the middle of these challenge and changes, the library needs continue to complete its main goal of supporting education and researches. In order for it to happen successfully, the library needs to focus on the management, making it more open and organic. Then the new paradigm will be created.
Recognizing the problem, this research is to investigate the library of GongJu Engineering University, which
is one of the public universities of Korea, to study the improvements that could take place. To make the action take place, first is to find the improvements and necessary due to the environment changes from the combination of the GongJu Schools. Second, to find out the conditions of other public school libraries-- namely JungAng Library, YaeSan Industrial Science University Library, Visual Health Science University Library, and CheonAn Engineering University Library―to compare and report of the better estimation on the improvements.
1. Problems of Libraries of Technical Universities.
An academic library should be comfortable and quickly to offer information with appropriate facilities, and to support the educational ideology or mission which the university aims such as pursuit of knowledge, cultivation of character, research activities, and social services. But Kongju University of Science and Technology has a big problem from an integration with other university which causes obstruction to improve in accommodation, secure a space, expand materials satisfying demands of constituent members, reinforce sufficient librarian staffs for services, and so on. The problems in every side have been raising, because the Library can't proffer adequate services to users in the right time and the right place.
2. Improvement and Development Plan for Libraries of Technical Universities.
The library should take decisive measures to revitalize educational roles and researching activities. The measures are changing in the existing systems and supplementing problems of management and control of the library, and it brings to the part of a leader of intelligence circulation, a hub of research installation of the university, a standard of a community's information organization.
The library have to bring back lots of duties which are storing knowledge, offering information as a library. It makes the value of existing of the library be fixed, and realization of an ideal management of the library be possible. First, an exact grasp of environmental problems of the library for betterment and presentation of drawing up a plan is one of the means for recognizing the merit of the library and enhancing a part of social service in Kongju University of Science and Technology. Second, improving facilities and ensuring space are essential ideas, because value of existing of a library follows virtual users. Also, holding the book stock upwards of a legal basis and employing professional librarian staffs are the same condition for reason for being of the library in substance. Another suggestion is users education, which helps to perceive practical using methods to users. It brings latent demand of a library to be growing in good quantity and good quality. The last proposal is a function of a government. The government should establish and carry out a composite policy about public libraries from a national point of view. There should be mutual cooperation between the government and the library for promoting efficiency of management and performance of library policies. A standard of a library should be actualization and legislation, because of the basis of university library isn't laid down a rule by law. The academic library basis of assessment isn't legal regulation but only exhortation by Korean Library Association. Therefore the government must establish the academic library standards which is legal binding force and must enforce until the moment the qualitative and quantitative level of the academic library will be well-mated in national income.
