님비(NIMBY) 갈등의 심층적 이해

국문 초록 (Abstract)

행정학 분야의 NIMBY 연구는 주로 정책문제 해결을 이유로 NIMBY 갈등에 효과적으로 대처할 수 있는 방안들을 찾는데 초점이 맞추어져 왔다. 그 결과 NIMBY 현상에 내재된 복잡성과 역동성을 이해하는 데는 근본적인 한계를 드러내고 있다. NIMBY 문제의 해결 방안을 모색하기에 앞서 NIMBY 현상에 대한 보다 종합적이고 심층적인 이해가 요구된다. 이러한 맥락에서 본 연구는 NIMBY에 관한 다양한 문헌과 선행연구들에 대한 종합적이고 심층적인 검토를 통해 NIMBY 현상의 복잡성과 역동성을 이해하고자 하였다. 이를 위해 NIMBY 개념의 모호성과 NIMBY 갈등의 복잡성을 분석하였다. 다음으로 NIMBY와 관련된 인식차이, 특히 NIMBY 시설 입지의 영향에 대한 인식차, 다른 행위자들에 대한 신뢰도, 입지선정 과정에 대한 인식차 등을 분석하였다. 마지막으로 NIMBY의 주요 해결 방안들에 대해서도 검토하였다.

다국어 초록 (Multilingual Abstract)

A substantial amount of research concerning the “not in my backyard(NIMBY)” phenomena has been conducted in public adminstration and policy. Through a comprehensive review of the NIMBY literature, this paper attempted to understand the complex nature of NIMBY conflicts. Noting the ambiguity of the NIMBY definition, it attempted to define NIMBY phenomena more clearly. Then, it addressed the variation in the types of facilities considered to cause NIMBY responses, diverse perspectives and participants of NIMBY conflicts. It also discussed varied perceptions relative to NIMBY conflicts. Finally, it examined five different methods suggested to manage NIMBY conflicts.
