The cadastral resurvey project is being implemented nationwide with the aim of completing the project by 2030 to solve the intellectual dispute and transform it into digital cadastre and multi-purpose cadastre. However, conflicts and interactions among stakeholders have arisen and countermeasures have been required to improve the efficiency and completeness of the project. Therefore, this study examines the present situation and problems of the interaction between stakeholders of cadastral resurvey, and suggests ways of improving interaction using social media.
The research method is as follows: First, stakeholders are set up through theoretical research and the current situation and problems of each interaction are investigated. Second, based on theoretical research, keywords related to the stakeholders of cadastral resurvey were selected. Third, based on the selected keywords, conducted social big data analysis based on the data mentioned in the social media from January 2016 to December 2017. Data were analyzed using R program.
The data analysis method is as follows: First, the temporal variation of the keyword is derived through the analysis of the buzz quantity. Second, visualized the order according to the number of times the keyword was mentioned through word cloud analysis. Third, based on the results of the analysis, developed a solution to solve the problems of interaction among stakeholders.
Recently, the efficiency and completeness of national projects through the management of interaction with stakeholders are emphasized. The management of stakeholder interaction is more important because it has a big influence on the credibility of the nation and national system rather than the shortening of the project period.
Therefore, this study intends to suggest ways to promote interaction among stakeholders of cadastral resurvey. As a result, it was found that, in order to promote efficient interaction, potential and original enhancement measures besides merely superficial interactions are required.
This study presents the following limitations and challenges. First, based on empirical knowledge and data in social media, analysis was made, and detailed information of stakeholders such as age, academic background, and gender could not be grasped. Second, we looked at the interaction among stakeholders of cadastral resurvey through social media, but the related keywords were somewhat less on-line. Therefore, it is necessary to conduct a study on the status of stakeholders in the project site by selecting a business district for collecting data of future researches and linking them.
