가족 안에서 여성은 어떻게 빈곤을 경험하는가?: 빈곤가구 내 성별 불평등 = How Women and Men Experience Poverty? Intra-household gender inequality

This study paid attention to gender inequality within a household as a factor to intensify female poverty. There is no quantitative data to analyze intra-household gender inequality in Korea, so this study applies a case study. Study results are as follows. Poor women were manager of poverty and onlooker of their own poverty. This study presents strong evidence for a variety of ways in which men and women experience and endure poverty differently in an impoverished area in Korea. Women take it upon themselves to deal with the humiliation of poverty in public arenas, they cater to men’s patriarchal desires within the household. In addition, this study was revealed that a bargaining theory did not apply to the poor household during increase in inequality within a household, but a traditional gender ideology still had stronger influence. Finally this study uncovers hidden forms of the feminization of poverty by studying it from the microperspective of the family.

국문 초록 (Abstract)

빈곤의 여성화와 관련된 다양한 연구에도 불구하고 빈곤 여성이 경험하는 2차 빈곤의 주된 원인으로서 가구내 불평등을 다룬 연구가 등장하지 않은 것에 대해 본 연구는 문제제기하였다. 현실적으로 가구내 불평등을 분석할 수 있는 양적 자료가 부재한 상황으로 인해 본 연구는 사례연구 방법을 채택하였다. 연구의 주된 결과는 다음과 같다.
첫째, 빈곤가구 안에서 발생하는 성별 불평등의 양상은 크게 세 가지로 분류할 수 있었다. 우선 빈곤 여성들은 가구 빈곤을 해결하거나 최소화하는 과정에서 책임자로서의 역할을 담당하고 있었고, 이러한 역할은 불가피하게 여성의 다중 역할, 과중한 노동, 생계를 꾸려나가기 위한 다양한 전략 등을 요구하였다. 그리고 빈곤 여성이 가구 빈곤 해결의 책임자가 되는 상황은 자신을 위한 시간이나 지출을 최대한 줄이면서 개인적 빈곤에 대해 방관하거나 묵인할 수밖에 없는 상황으로 이어졌다. 결국 동일하게 빈곤 가구에 속해 있더라도 성별에 따라 빈곤을 경험하는 내용과 수준이 다를 수 있음이 본 연구를 통해 발견되었다.
상대적 소득수준이 더 높기 때문에 협상력이 높을 것이라는 예상에도 불구하고 빈곤가구에서 협상이론이 적용되지 않는 이유는 무엇인가에 대해 본 연구에서는 전통적 젠더 규범의 영향에 주목하였다. 실제로 본 연구에 참여한 여성들의 경우 가족의 지속성이나 가부장적 전통을 내재화하고 있었고, 이것이 가구내 불평등을 감내하는데 중요한 영향을 미치고 있었다. 본 연구는 기존의 빈곤의 여성화 연구에서 상대적으로 충분히 검토되지 않았던 가구내 불평등의 문제를 여성빈곤을 심화시키는 핵심적인 기제로 선정하고 이에 대해 구체적으로 분석하였다. 더불어 정책적으로 여성의 교섭력을 높일 수 있는 방안을 모색해야 할 필요성을 제기하였다.
