자치분권 강화를 위한 자치경찰제 발전방향에 관한 연구 = A Study on the Development Direction of Autonomous Police System for Strengthening Autonomous Decentralization

국문 초록 (Abstract)

전환기적 절충형 경찰체제를 맞이하고 있는 자치경찰제는 중앙집권적 국가경찰조직이 제공하지 못하는 지역맞춤형·주민밀착형 치안서비스를 제공하여, 지역치안에 대한 자기책임성을 확보하자는 것이다. 본 연구의 목적은 완전한 지방자치 실현과 자치분권의 강화라는 시대적 요구에 부응하기 위해 중앙집권적인 국가경찰제의 효율성과 지방분권적인 자치경찰제의 민주성과 융화될 수 있도록 문재인 정부의 자치경찰제 도입안(정부안)의 문제점을 분석하고 주요 선진국의 자치경찰제도 현황분석을 통해 시사점을 살펴 본 후, 자치분권 강화를 위한 자치경찰의 발전방향으로 세 가지를 제시하였다. 첫째, 자치경찰제 도입은 자치단체와 긴밀한 관계를 형성하면서 자치분권의 강화와 경찰의 중립화, 민중통제에 부응해 나가야 할 것이다. 둘째, 치안서비스 전달체계가 국가경찰제의 지구대ㆍ파출소 체제의 지역경찰제에서 우리 실정에 맞는 지역사회 경찰활동으로 전환할 수 있는 기회로 삼아야 할 것이다. 셋째, 주민의 입장에서 보면 시·도의 자치경찰은 또 하나의 국가경찰이 되지 않도록 지역주민을 위한 경찰활동과 주민에 의한 적절한 통제가 이루어지도록 경찰의 민주성이 확보되어야 한다. 마지막으로 자치분권 생태계의 한 축인 자치경찰 도입 정책이 더 이상 유보되는 일이 없어야 하겠으며 현재의 국가경찰 치안수준을 유지하면서 향상시킬 수 있는 경찰체계의 발굴과 적용이 이루어져야 하겠다.

다국어 초록 (Multilingual Abstract)

The autonomous police system, which is facing a transitional eclectic police system, is to provide self-responsibility for local security by providing localized and community-based security services that centralized national police organizations cannot provide. The purpose of this study is to introduce the autonomous police system of the Moon Jae-in government so that the efficiency of the centralized national police system and the democracy of the decentralized autonomous police system can be harmonized to meet the demands of the era of perfect local autonomy and strengthening of autonomy. After analyzing the problems of the) and the implications through the analysis of the status of the autonomous police system of major developed countries, three suggestions were made for the development of autonomous police to strengthen autonomous decentralization. First, the introduction of self-government police system should form a close relationship with self-governing bodies to meet the strengthening of autonomous decentralization, neutralization of police, and people s control. Second, the security service delivery system should be used as an opportunity to switch from the local police system of the national police system to the local police and police box system. Third, from the point of view of the residents, the autonomous police of the provinces and provinces should ensure the democraticity of the police so that the police activities for local residents and appropriate control by the residents are ensured so that they are not another national police. Finally, the autonomous police introduction policy, which is an axis of autonomous decentralized ecosystem, should not be suspended anymore, and the police system should be discovered and applied to maintain and improve the current national police police level.
