한국 환경운동의 초국적 동원과정의 동학: 리우에서 요하네스버그까지

국문 초록 (Abstract)

최근 들어 국경을 초월한 초국적 행위자의 역할에 대한 다양한 학문적 관심이 증가하였고, 특히 국제정치와 사회운동 이론분야에서의 접목현상이 두드러지게 나타나고 있다. 본 논문은 한국의 환경운동 경험을 통해 초국적 동원전략이 국제 환경회의의 참가를 통해 비약적으로 발전하고 있으며, 더 나아가 이러한 국제경험이 운동의 조직발전뿐만 아니라 정부정책결정 과정에 영향을 미칠 정도로 운동 역량 강화에 기여하였음을 분석하고 있다. 초국적 공간의 측면을 살펴보고자, 본 논문은 1992년 리우 환경개발회의와 2002년 요하네스버그 회의를 한국의 시민 사회, 정부, 그리고 기업의 삼자관계를 통해 비교하였고, 이러한 비교그림을 기초로 각 영역이 리우 회의 이후 어떻게 조직변화를 이루어서 국제정책결정과정에 개입하고 대응하였는지를 분석하였다. 또한 환경운동은 변화된 정치기회구조의 활용 및 네트워크와 틀 조정 결함을 통해 초국적 운동단체와 다양한 연대활동을 전개하였다. 동강댐 반대운동과 새만금 간척사업 반대운동은 이러한 초국적 동원 전략의 발전과정의 한 단면을 보여주는 예이다. 물론 정부의 지속적인 저항이 존재하지만, 운동 내외적으로 존재하는 장애물들을 극복하기 위해 환경단체들이 초국적 동원전략을 보다 체계적이고 안정적으로 계발할 것으로 전망된다.<br/>

다국어 초록 (Multilingual Abstract)

In the process of implementing international norms and ideas at different levels, there have been convergences of interest from many disciplines on varying relationships among Intergovernmental organizations, transnational social movement organizations, national or local movement organizations, government officials, and business groups Using Korean cases, tills paper aims to explore the variation of structure and dynamics between transnational mobilization and the strong state m the local implementation process First, the paper examines how the two World Conferences--the UNCED conference at the Rio de Janeiro in 1992 and Johannesburg in 2002--have influenced both the Korean environmental movements and the government with respect to institutional change and relationship with international organization Next, to explore how effectively local movements mobilize transnational resources into local concerns and at the same time how strategically the government reacts to both international and local demands over the decade, the paper analyzes two environmental campaigns of the late 1990s in Korea: the Tong River Anti-Dam Construction and the Saemangeum Anti-Land Reclamation<br/>
These cases highlight the increasing role of transnational mobilization process in confronting the strong state that has effectively prepared for transnational pressure.<br/>
