Lessons from Exemplary Practices of Digital Citizen-Government Interaction in U.S. State Government

This study illustrates practices of digital citizen-government interaction. In particular, this study focuses on three contemporary exemplary practices of digital citizen-government interaction in the United States. This study approaches digital citizen-government interaction in terms of information dissemination and citizen deliberation. Based on this model of digital citizen-government interaction, this study analyzes such three cases as Issue Talk, Minnesota, Public Participation Center, Department of Environmental Protection, Pennsylvania, and the Virginia Regulatory Town Hall, Virginia. Based on the analysis, this study recommends for successful digital citizen-government interaction as follows: 1) develop a realistic time frame, 2) be clear and concise when framing issues, 3) develop a help guide for online policy deliberation for citizens, 4) distribute documents as widely as possible, 5) actively market digital deliberation opportunities for citizens, 6) train public managers to facilitate digital discussions, 7) analyze the results of digital deliberation, and 8) distribute the results of online policy deliberation as widely as possible.
