유럽 및 미국의 사회적 기업 운영 현황 및 교육 분야 적용을 위한 시사점 = The Current Situation of Social Enterprise's Operation in Europe and America and Suggestions for Applying in Education Area

국문 초록 (Abstract)

이 연구는 사회적 기업의 의미와 형태를 고찰해보고, 외국(영국, 프랑스, 이탈리아, 독일, 미국)의 사회적 기업 운영 현황을 분석하였다. 이를 통해 사회적 기업의 교육 분야 적용을 위한 시사점을 도출하여 교육 분야에서 사회적 기업의 활용 방안을 모색해보고자 하였다. 주요 연구결과를 살펴보면 사회적 기업은 비영리 조직과 영리기업의 중간 형태이며, 사회적 목적을 추구하고 취약계층에 대한 일자리와 사회서비스를 제공하는 목표를 가진다. 따라서 사회적 기업은 취약계층에 일자리제공, 사회 서비스제공 등 사회적 목적을 추구하며, 영업활동 수행 및 수익의 사회적 목적 재투자가 따르는 것이 영리기업과 다른 특징이라 할 수 있다. 외국의 사회적 기업 운영 현황을 살펴보기 위해 영국, 프랑스, 이탈리아, 독일, 미국의 사회적 기업 체계 및 특성과 지원체계를 분석하였다. 이를 토대로 사회적 기업의 교육 분야 적용을 위한 시사점을 살펴보면 교육 분야의 사회적 기업은 학교의 질적 향상을 통한 공교육의 내실화에 기여하고, 상대적 취약계층에 안정된 일자리를 지속적으로 제공하며, 다자간 협력으로 지속적인 일자리를 창출케 하는 사회적 기업 모델을 구축할 필요가 있다. 이와 더불어 예술교육 분야에서 예비 사회적 기업을 적극 육성할 필요가 있으며, 현재 다양한 형태로 운영 중인 방과 후 학교사업을 사회적 기업으로 적극 육성할 필요가 있다.

다국어 초록 (Multilingual Abstract)

This study explored the meaning and type of social enterprise and analyzed the current situation of social enterprise’s operation in foreign countries (England, France, Italy, German, and America). Through this, drawing out some suggestions for applying in education area of social enterprise, the study tried to search for application way of social enterprise in education area. Main results if the study were as the followings. Social enterprise is the middle type of non-profit organization and profit enterprise and it has an objective that pursuits social goal and provides job and social service for low income people. Therefore, it pursuits social goal like provision of job and social service for low income people and it has traits such as the performance of business activity and social goal re-investment of earnings which is different form profit enterprise. The study analyzed social enterprise’s system and trait and support system in England, France, Italy, German, and America for exploring current situation of social enterprise’s operation in foreign countries. Based on this, it explored some suggestions for applying in education area of social enterprise. Social enterprise in education area needs to make social enterprise model that contributes to the improvement of public education, provides stable job for low income people, and makes job by multi cooperation. Also it needs to cultivate pre social enterprise in art education and foster after-school as a social enterprise.
