지방농촌진흥기관에 대한 평가체계 분석

다국어 초록 (Multilingual Abstract)

  Korean agricultural extension agencies has been decentralized since 1997. Though decentralization has brought desirable consequencies in the aspect of responsiveness, it caused de-integration of cohesive agricultural extension system. To coordinate separate agricultural extension programs of local governments and recover national cohesiveness of agricultural extension agencies, evaluation system needs to be reformed. Evaluation system reform is a powerful alternative to strengthen coordination and cohesiveness in the aspect of feasibility and affectiveness. In the area of evaluation input, this study argues that institutional framework for evaluation be reinforced. In the area of evaluation process, every agency needs to be evaluated each time to exclude pork-barrel and self-selection, and evaluation indicators and standards be more specific. Evaluation categories need to be diversified, as well. In the area of evaluation outcome, evaluation results need to be opened publicly, and resources be allocated according to previous performance.
