Currently the aging population is rapidly increasing owing to the extension of the average life span, which is a feature in modern industry, caused by the rapid industrialization and urbanization, the development of medical technology and the improvement in dietary habits. The aging of population is a common present state in the industrial society, but its rate of increase in our country is very high in comparison with other countries, as our country has entered 'the aging society' provided in UN, as the rate of people of sixty-five or over was 9.5% in the whole population in 2006.
Thus, this study aimed at grasping the actual situation and problems of the elderly social service policy through the way of surveying literature, looking at the trend of Korean elderly's desire for welfare by comparing and analyzing the elderly welfare policies in advanced countries, and then establishing the basis of measures for its development.

However, in Korea it is insufficient to meet their needs, including making them do not feel alienated, because beneficiaries of social services as well as their programs are not enough. Considering the reason why at-home welfare service appears is to correspond to various people's needs for welfare that has not been able to cover them with the existing residential institutions, there is a considerable difference between original purpose and reality in fact.
Thus it is required to operate charged services as well as free ones given at the present time to make anyone who desires for welfare, whether they have income or not, feel free to use it. That is, to enlarge the scope of beneficiaries who want at-home welfare service although they are not poor, home helper service with or without pay should be performed simultaneously.
