The Evaluation of Growth Control Policies for the Seoul Metropolitan Region through Sprawl Indicators

The Seoul Metropolitan Region(SMR) has a small proportion of the country's total land area(11.8 percent), yet its current estimated population of 22 million people represents approximately 46 percent of the total population of Korea. There has been an unequal distribution of regional growth and a high degree of inefficiency in the daily life of its residents, thereby lowering their quality of life. There have been many attempts to reduce population concentration and to institute growth control in the SMR since 1970. There were inconsistencies in both policies and planning systems. This study has found that government efforts to control the growth of the region have not been successful. The Korean experience shows that direct government intervention for growth control is likely to create negative effects rather than to contribute to the balanced spatial distribution of population and industries.
