프랑스의 국민연합과 독일의 독일을 위한 대안당은 극우 포퓰리스트 정당이라는 특성에도 불구하고 유럽 내 원내정당으로서 입지를 키워나가고 있다. 두 정당은 포퓰리즘적 태도(반다문화주의, 민족주의)를 강하게 나타내는 동시에, 자국의 역사적, 문화적 서사를 적극적으로 활용하고 있다. 본 연구에서는 두 정당의 이러한 전략이 두 국가의 정치제도(선거제도, 정부형태)와 어떻게 관련되어 있으며, 두 국가의 상이한 정치제도가 어떻게 차별화된 정당 전략을 만들어내는지 살펴본다.
국민연합의 역사적 서사 활용 전략은 장 마리 르펜 시기(1972~2011)와 마린 르펜 시기(2011~2021)에 서로 다르게 나타났으며, 특히 ‘잔 다르크 축제’를 활용하는 방식에 있어 차이가 포착되었다. 강력한 극우 포퓰리스트 이념을 강조하여 유권자를 결집한 장 마리 르펜과는 달리 마린 르펜은 '탈악마화' 전략을 통해 강한 극우적 성향을 완화하고 중도층에게 지지를 호소하였다. 이는 프랑스가 채택하고 있는 정치제도, 특히 선거제도(결선투표제)와 밀접한 연관이 있다. 결선투표에서 승리하기 위해서는 국민 과반의 지지를 얻어야 하며, 2012년부터 본격적으로 원내에 입성하기 시작한 국민연합은 더 많은 유권자들의 지지를 얻기 위해 보다 대중적이고 정상화된 이미지를 추구하고 이념적으로 중도로 이동하였다.
한편 대안당은 창당 이래 극우 이념과 포퓰리스트적 태도가 점차 강화되어 왔으며, 특히 반다문화주의 정체성 강조, 동독 노스탤지어 자극과 나치즘의 역사적 활용, 예술의 민족주의적 동원 전략이 포착되었다. 대안당의 이러한 전략은 독일의 연동형 비례대표제와 의원내각제 하에서 효과적으로 작동할 수 있었다. 일부 유권자들의 강력한 지지를 통해 원내 진입이 가능한 비례대표제적 특징으로 인해, 대안당은 동독 지역에 집중된 지지를 통해 충분한 의석을 확보할 수 있었다. 또한 의원내각제 하에서 이념적 극단성 등의 이유로 연립정부의 파트너로 고려되기 어려운 상황은 대안당이 기성 정당을 비판하며 극우적 정체성을 뚜렷이 가져가고 기성 정당에 반감을 가진 유권자의 항의 투표를 흡수하는 전략을 용이하게 만들었다.
사르토리의 개념을 빌리자면 국민연합은 유권자 다수의 지지 획득을 위해 이념적 중도로 수렴하는 ‘구심력’이 작용한 반면, 대안당은 극우 이념을 더욱 유지·강화하는 ‘원심력’이 강하게 나타났다. 이처럼 두 극우 포퓰리스트 정당은 각국의 정치제도가 제공하는 제약과 기회 하에서 정치적 지지를 확대하기 위해 상이한 역사적, 문화적 서사 활용 전략을 펼쳤다.

Despite their status as far-right populist parties, France’s National Rally (RN) and Germany’s Alternative for Germany (AfD) have steadily expanded their political influence across Europe. Both parties strongly espouse populist attitudes, including anti-multiculturalism and nationalism, and employ strategies to reconstruct their countries’ historical and cultural narratives. This study examines how political institutions, such as electoral systems and forms of government, in France and Germany relate to the strategies of the RN and the AfD to leverage historical and cultural narratives.
The RN’s strategy for using historical narratives differed between the Jean-Marie Le Pen era (1972–2011) and the Marine Le Pen era (2011–2021), particularly in how the Joan of Arc Festival was deployed. Unlike Jean-Marie Le Pen, who mobilized voters by emphasizing a strong far-right populist ideology, Marine Le Pen moderated her far-right tendencies and appealed to centrists through a de-demonization strategy. This shift is closely linked to France’s electoral system, particularly the two-round system, in which a candidate must secure a majority of voters’support to win a runoff election. The RN, which first entered parliament in 2012, began to pursue a more popular, normalized image and shifted ideologically toward the center to gain broader support.
Since its founding, the AfD has gradually strengthened its far-right ideology and populist stance. In particular, it has opposed multiculturalism, stirred nostalgia in East Germany, reconstructed the history of Nazism, and mobilized nationalist sentiment through the arts. These strategies align well with Germany’s mixed-member proportional representation and parliamentary systems. Proportional representation allows entry into parliament with strong support from a segment of voters, enabling the AfD to secure a sufficient number of seats by leveraging concentrated support in East Germany. Furthermore, the difficulty of being recognized as a coalition partner under the parliamentary system because of ideological extremism encourages the AfD to criticize established parties, bolsters its far-right identity, and absorbs protest votes from voters hostile to those parties.
To borrow Sartori’s concept, the RN’s strategy stems from a “centripetal force” that pushes the party toward the ideological center to win the support of the majority of voters, whereas the AfD’s strategy reflects a “centrifugal force” aimed at strengthening its far-right ideology. As such, these two far-right populist parties have employed different strategies to reconstruct historical and cultural narratives to expand their political support, constrained and shaped by each country’s political institutions.
