The prupose of this study is to develop a tool measuring orgasnizational characteristics in public health nursing. 229 public health nurses working at 13 health centers in Seoul sampled randomly were partica pated during the preiod from June, 1 to July 31, 1986. Respondents were instructed to rate at the 5-point lidert type questionnaire consisted with 38 items. As a result of reliability analysis, 38 items were reorganized 33 items (α=0.8824) of which Alpha if item deleted ranged fro 0.8745 to 0.8850. 33 items conducted by varimax rotation were classified into 11 factor (above 0.3 of factor loading score) of which eigen values were above 1.0 and cummulative percent of variance was 63.7. Further research for the relationship between organizational characteristics and nursing performance of quality of nursing care is required.
