한반도 ‘안보-안보부재’ 의 정치학 = Politics of Security and Insecurity on the Korean Peninsula : A Contradictory Connection between Korea-US Relations and North-South Korean Relations

국문 초록 (Abstract)

탈냉전 이후 유럽을 중심으로 발견되는 안보연구 활성화는 국제관계이론의 비서구지역 적용가능성에 더욱 심각한 문제를 제기하고 있다. 이러한 문제점을 극복하는 차원에서‘위협’을 개인과 개인을 둘러싼 사회적 조건 사이의 상호작용이라는 관점에서 이해하고, 다양한 내용의 위협들간 사이의 경합을 전제로 한 안보이슈화가 진행되며, 이 과정에서 발생하는 포괄적인 정치사회화 과정을 분석하는 ‘안보부재의 정치(politics of insecurity)’는 한반도 안보현실에 의미있는 시사점을 주고 있다. 그것은 우리에게‘안보’와‘위협’의 상징으로 인식되는 미국과 북한이 서로 일종의 부조리한 상호의존적 관계에 놓이면서 한반도의 안보를 구성하고 있다는 점이다. 이러한 모순적인 상호의존은 결과적으로 한반도 분단구조의 탈냉 전적 구조화로 연결될 수 있다는 차원에서 평화와 통일을 갈망하는 한국인의 보편적인 안보 비전에 매우 부정적인 영향을 주고 있다. 따라서 우리를 중심으로 미국과 북한이 안보와 위협의 균형을 이루는 구조를 타개하고 남북미가 상호의존적 관계로 발전하여야만 한반도 안보의 근본적인 해결책이 모색될 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

Security studies revitalized in the European region after the end of the Cold War has made theories of international relations more difficult to apply to the non-Western regions. To deal with the problem it is meaningful to apply the framework of the politics of insecurity to the security condition of the Korean peninsula. We may expect some reliable findings since within the conceptual tool of the politics of insecurity the concept of threat is understood in the context of interdependent relations of social conditions surrounding individual human beings, and securitization is also understood as a consequence of competing different threats. Politics of insecurity shows us that the U.S. and North Korea representing ‘security’and ‘insecurity’respectably coexist to systemize the security of the Korean peninsula. The contradicting security condition of South Korea between Korea-US alliance and North-South Korean relations has ironically stabilized the post-Cold war version of the divided structure of the Korean peninsula. Without overcoming the current abnormal security relations among ‘South Korea-North Korea-the U.S.’peace between the two Koreas may sounds unrealistic.
