The purpose of this study is to examine some of the significance, performance, and appraisement of public works in local government and to propose how to improve the unemployment policy in the IMF era. This research reports on a study whose purpose was to assess conceptual issues and research strategies for the study of public works and its improvement.
To evaluate the performance of public works, this study focuses on five research perspectives: organization, workers, finance, program, and output(outcome) management. This study also employs a survey questionnaire based on five perspectives and the survey was administered to two groups. One is 230 public administrators of 23 counties or cities(10 officials of each county or city) in Kyungbuk province. The other is 460 workers(20 workers of each county or city) in same province. The survey questionnaire for worker group is composed of four perspectives, except the financial aspect.
The research data are analyzed using four statistical methods: frequency, reliability, bivariate correlation, and multiple regression analysis. These statistical methods are useful in examining the interrelationships between performance and productivity of public works in local governments. Research variables are evaluated to see how closely they are associated with the productivity of public works in local government.
Findings from this study indicate that the most significant causes for a decrease in public works' productivity are (1) inaccurate statistical data for unemployment, (2) inadequate task guideline and huge managerial works for the unemployed, (3) low level of welfare facilities and poor work conditions, (4) ineffectual working programs. Also identified by this study are the most important factors for public work's improvement: (1) strengthening the examination of the applicants qualifications to public works, (2) necessity of new budget subject for public work, (3) extension the working period, and (4) elimination of worker's moral hazard. These finding or suggestions are expected to support the idea that a public productivity perspective is useful in analyzing public works.
Many new ideas for improving productivity have recently emerged in the field. Practical applications of these approaches offer improvements in efficiency, provide better quality products, and allow employees to work more intelligently. For these reasons, the significance of this study is that it represents an important research source for the development of further research on public works in local government, dealing with productivity planning, measurement, enhancement, and the formation of management theory. In line with these perspectives, the implications of this study provides recommendations for future research.
