지방의회 조례안 처리 소요시간과 영향요인 = The Analysis of Taking Time on Enacting an Ordinance in Local Council

다국어 초록 (Multilingual Abstract)

This research analyzes the accumulated time from time that ordinances are proposed to time that ordinances are dealt with in local council. And, this study try to find out the determinants of the accumulated time for making ordinances. To do so, this study analyze 721 ordinances that are collected from 36 local councils that are consist of 8 Gu-level councils, 21 Si-level councils, and 6 Gun-level councils.
The research findings are that; First, the average accumulative time from propose to finish of ordinance is 23.94 days, and it takes 16.80 days to be handled in a permanent committee of local council.
Second, in terms of the average accumulative time of making ordinance Gu-level Council is needed more time than Si-level and Gun-level Council. Third, The character and content of submitted ordinance are not related with the handling longevity of ordinance. Forth, New made ordinances take average 26.72 days to finish the process, but changed ordinances take average 22.32 days as a processing time. Fifth, the most significant determinant to accumulated time on handling an ordinance is the percentage of local council members who are same party with mayor.
And, the percentage of local council members who are same party with mayor is negative to the longevity of handling time of ordinance.

국문 초록 (Abstract)

정책이란 공공문제를 해결하거나 목표를 달성하기 위해 정부에 의해 결정된 행동방침이라 할 수 있다. 정책은 정책 의제설정 단계, 정책결정단계, 정책집행 단계, 정책평가 단계를 거치면서 지속 ･ 발전되거나 종결된다. 이렇듯 정부의 정책은 인간의 사회적 관계와 마찬가지로 시간이라는 연속선상에서 이루어지며, 정책이 결정되기까지는 무수한 과정을 거치게 되고 그 과정에서 다양한 요인들이 서로 간에 영향을 주기도 하고 받기도 한다.
본 연구에서는 지방의회의 가장 중요한 기능인 입법 활동과 관련된 조례의 제 ‧ 개정 과정을 지방정부의 주요한 정책 형성적 활동으로 설정하였다. 그리고 다양한 시간적 요소 가운데 소요시간의 측면에서 조례안 처리의 소요시간을측정하고, 그 특성을 살펴본 후 소요시간에 영향을 미치는 요인을 분석하였다. 분석결과에 의하면, 우리나라 지방의회의 조례안 처리 소요시간은 평균 23.94일이었고, 시군구 의회에 따라, 수도권과 수도권 간에, 제 ‧ 개정 여부에 따라, 상임위원회와 본회의의 처리 결과에 따라 소요시간의 차이가 있는 것으로 나타났다.
