균형발전정책은 왜 필요할까.
2021년, KBS가 수행한 대국민 설문조사에 따르면 ‘어느 지역이든 골
고루 잘 살게 만들자’는 균형발전정책의 필요성에 대한 찬성은 79.3%에
달하였으며, 당시 차기 대선에서 ‘균형발전 공약’이 영향을 미칠 것이란
응답 비율도 63.7%에 달하여 균형발전정책에 대한 국민적 관심 및 필요
성에 대한 인지는 상당히 높은 수준임을 알 수 있다. 또한 균형발전 관련
다양한 정책 아이디어들이 실질적으로 사업화되어 추진되고 있으며 관
련 예산의 규모도 꾸준히 증가하고 있다. 그러나 지금까지 추진된 균형
발전정책에 대한 평가는 다소 엇갈린다. 정책 추진 방향 및 노력과는 달
리 가시적으로 나타난 성과에 대한 비판적인 시각이 존재한다. 예를 들
어 인구 및 생산자원의 수도권 집중은 지속적으로 심화되고 있으며, 비
수도권의 산업경쟁력 저하, 산업생태계 붕괴 등에 대한 우려의 목소리
는 지금도 계속 들려온다. 현재 우리나라 비수도권 지역은 전 세계적인
저성장 기조의 지속, 공급망 및 관세정책 등과 같은 대외적인 리스크뿐
아니라 청년유출, 인구감소, 지역경제 악화, 지방소멸 위기 등 대내적인
리스크에 함께 직면해 있다. 이러한 복합위기 상황을 타개하기 위해서
는 균형발전정책의 패러다임 전환이 요구된다. 정책의 목표, 방향, 수단,
강도, 추진력 등에 있어 보다 혁신적이고 과감한 변화가 필요한 시점이
다. 이러한 정책 패러다임의 변화는 사회적 공감대를 전제로 한다. 즉,
새로운 균형발전정책 추진의 사회적 공감대가 형성되어야 하며, 이를
위해서는 균형발전정책이 왜 필요한지, 그것이 우리 사회에 어떠한 가
치와 의의를 지니는지에 대한 고찰이 선행될 필요가 있다.
균형발전관련 선행연구들을 살펴보면, 정책 비교 및 평가, 불균형 관
점에서의 발전격차, 정책에 대한 인식 및 실태조사 등에 집중되어 있으
나, 그에 앞서 균형발전정책이 어떤 의의와 가치를 지니는지에 대한 연
구는 매우 미미하다. 따라서 본 연구에서는 그동안 당위적 정책목표로
받아들여 왔던 균형발전정책의 전략적 가치를 다각도로 조명함으로써
균형발전정책이 우리 사회에 어떠한 가치와 의의를 지니는지, 다시 말해
‘균형발전쟁책이 왜 필요한지(why)’에 대해 다루고자 한다. 보다 구체적
으로는 균형발전정책의 전략적 가치를 지역적 차원(지역적 가치)과 국가
적 차원(국가적 가치)으로 나누어 고찰하고, 향후 사회적 논의를 통해 정
책화 작업이 요구되는 ‘정책의제(policy agenda)’를 제시함으로써 보다
과감하고 혁신적이며 실효적인 균형발전정책 추진의 기반을 공고히 하
는 것이 본 연구의 목적이다.

Since the Roh Moo-hyun administration, Korea has built comprehensive
institutional foundations for its Regional Balanced Development
Policy, and public support for the policy remains consistently strong.
Yet despite decades of effort, visible progress has not kept pace with
expectations. Population and economic activities continue to concentrate
in the Seoul Metropolitan Area, while many non-metropolitan
regions face simultaneous pressures of industrial decline, demographic
contraction, weakened innovation systems, and the growing risk of
local extinction. In an era marked by global low growth, technological
restructuring, and intensified geopolitical uncertainty, these domestic
vulnerabilities call for a strategic rethinking of balanced development:
not as a redistributive agenda, but as a national development strategy.
This study therefore seeks to clarify why Regional Balanced
Development Policy is essential today by identifying and empirically
demonstrating its strategic value. The analysis is organized around four
dimensions—regional sustainability, regional growth, national growth,
and social cohesion—each representing a domain in which balanced
development can serve as a critical lever of national transformation.
The study aims to provide a conceptual and empirical foundation for
reframing balanced development as a forward-looking national strategy
and to propose direction-setting policy agendas that warrant future
public debate and institutionalization.
Regional sustainability has emerged as an urgent priority as population
decline intersects with industrial and innovation-system
weakening. The empirical analysis shows that regional viability
depends not simply on population retention but on the combined
functioning of industrial structures, innovation capacity, and local
living conditions. Growth in knowledge-based industries and improvements
in innovation environments, particularly in non-metropolitan
regions, have meaningful effects on attracting young and working-age
residents, while residential conditions remain central to long-term
settlement. These findings suggest that balanced development can
strengthen regional sustainability by restructuring the underlying conditions
that allow regions to remain socially and economically functional.
