This study analyzes the effects of issuance conditions (incentive rates and monthly recharge limits) on the issuance volume of Cheongju Pay and proposes strategies for its activation. Using literature review and issuance scale analysis, the study found that incentives were the main motivation for using Cheongju Pay. Higher incentive rates and monthly recharge limits led to increased spending, and a 1% rise in the monthly incentive rate resulted in a 9.833% increase in monthly payment amounts. To activate Cheongju Pay and support local community engagement, the study proposed strategies such as launching an SNS citizen participation group, expanding special discount affiliated stores, and improving affiliated store review services. The study concludes with the expectation that the development of local currencies will continue to boost local economic and community revitalization.
