주민참여통로의 효과성 연구: 광주광역시 북구청의 주민참여예산제도를 중심으로 = A Study on the Effectiveness of Citizens' Participatory Channels: Focusing on the Participatory Budgeting System in the Gwangju Bukgu

In Korea, local governments' efforts to expand opportunities for local citizens to participate in the policy decision-making process and gain accessibility to relevant information have been shaping up in a variety of ways, both on- and off-line. However, it is hard to find studies empirically examining the effectiveness of the citizen participation system in terms of the responsiveness of the local government. Therefore, we conducted a case study of the Participatory Budgeting System of the Bukgu District Office in Gwangju, which had established on- and off-line channels for citizens to participate in the budget process. The results show that the opinions of the civil committee, whose level of deliberation is relatively higher and whose participatory scopes are relatively wider, were adopted in the highest proportions not only in the budget allocation process of the Bukgu District Office, but also in the budget approval process of the Bukgu District Council. Also, the opinions of the local community, which in the budget allocation process showed no difference in acceptance compared with those raised by the e-budget chamber, were significantly favored in the budget approval process. We suggest practical implications from these findings in the conclusion of this study.

국문 초록 (Abstract)

‘지방화’와 ‘정보화’라는 환경변화에 직면하여 주민참여의 기회와 접근성을 확대시키려는 지방정부의 노력은 오프라인과 온라인 두 공간 모두에서 다양한 형태로 전개되고 있다. 그러나 이러한 주민참여 형태가 얼마나 효과적인가를 실증적으로 분석하는 연구는 찾아보기 쉽지 않다. 그래서 예산편성과정에 주민들이 참여할 수 있는 오프라인 통로(‘시민위원회’, ‘지역회의’)와 온라인 통로(‘예산참여방’) 모두를 제도화시킨 광주광역시 북구청의 주민참여예산제도를 사례로 하여 통로별 효과성을 분석하였다. 분석결과, 상대적으로 심의의 정도가 높고, 대표성의 범위가 넓은 ‘시민위원회’의 의견이 ‘지역회의’나 ‘예산참여방’의 의견보다 북구청의 예산편성과정과 지방의회의 심의과정 모두에서 그 반영비율이 높은 것으로 나타났다. 그런데 ‘지역회의’는 예산편성과정상 반영비율에 있어서는 ‘예산참여방’과 차이가 없으나, 의회심의과정에서는 ‘예산참여방’에 비해 그 반영비율이 높게 나타났다. 이러한 분석결과가 제시하는 정책적 함의를 결론에서 제시하였다.
